1818 AN ACT CONCERNING MORATORIA AND NOISE AUDITS FOR
1919 COMMERCIAL SOLAR PHOTOVOLTAIC FACILITIES.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That the general statutes be amended to (1) allow any municipality 1
2424 with three or more existing commercial solar photovoltaic facilities 2
2525 located within such municipality to impose a moratorium on the 3
2626 construction or installation of such facilities within such municipality, 4
2727 which moratorium shall be binding on the Connecticut Siting Council, 5
2828 provided such municipality requires a public hearing and an 6
2929 environmental impact study concerning such moratorium, (2) allow any 7
3030 municipality to conduct a noise audit and adopt increased penalties for 8
3131 noise violations at any commercial solar photovoltaic facility within 9
3232 such municipality, and (3) require that any developer, owner or 10
3333 manager of a commercial solar photovoltaic facility provide a 11
3434 community point of contact concerning the operation of such facility. 12
3535 Statement of Purpose:
3636 To (1) allow municipalities with three or more existing commercial solar
