20	20	AN ACT CONCERNING PATIENT CHOICE AND CONTINUITY OF
21	21	CARE DURING HEALTH INSURANCE CONTRACT DISPUTES.
22	22	Be it enacted by the Senate and House of Representatives in General
23	23	Assembly convened:

25	25	That chapter 700c of the general statutes be amended to allow any 1
26	26	covered person under a health insurance policy that is the subject of a 2
27	27	health care contract dispute between such covered person's health care 3
28	28	provider and the health insurer, resulting in such health care provider 4
29	29	being deemed out-of-network, to terminate such policy and enroll in a 5
30	30	new health insurance policy that provides in-network coverage, without 6
31	31	any early termination fees, financial penalties, increased premiums, 7
32	32	increased out-of-pocket expenses, changes in coverage or coverage 8
33	33	gaps. 9
34	34	Statement of Purpose:
35	35	To allow any covered person under a health insurance policy that is the
36	36	subject of a health care contract dispute between such covered person's
37	37	health care provider and the health insurer, resulting in such health care
38	38	provider being deemed out-of-network, to terminate such policy and
