AN ACT PROMOTING EQUITABLE ACCESS TO HIGHER EDUCATION 
FOR CHILDREN UNDER THE GUARDIANSHIP OF GRANDPARENTS 
OR OTHER RELATIVES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That titles 10a and 17a of the general statutes be amended to expand 1 
higher education opportunities for children under the guardianship of 2 
grandparents or other relatives by requiring (1) the Commissioner of 3 
Children and Families to extend financial support offered to foster 4 
children for higher education to children under the guardianship of 5 
grandparents or other relatives, (2) the Board of Regents for Higher 6 
Education, in consultation with the commissioner, to expand access to 7 
the debt-free community college program to such children, and (3) the 8 
commissioner and board to expand access to resources for such 9 
grandparents and other relatives to support the educational aspirations 10 
of children in their care. 11 
Statement of Purpose:   
To promote education equity by expanding higher education support 
for children under the guardianship of grandparents or other relatives.
