AN ACT CONCERNING THE REGULATION OF NEONICOTINOIDS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to prohibit, as of January 1, 1 
2028, the use or application of neonicotinoids to treat: (1) Golf courses; 2 
(2) turf grass; (3) lawns and playing fields; (4) outdoor ornamental 3 
plants; (5) property owned by or leased to the state or any municipality; 4 
or (6) corn, wheat or soybeans, unless the Commissioner of Energy and 5 
Environmental Protection determines that there is an environmental 6 
emergency that necessitates such use. 7 
Statement of Purpose:   
To protect pollinators, birds, ecosystems and public health by further 
regulating the use of neonicotinoids.
