21 | 21 | Be it enacted by the Senate and House of Representatives in General | |

24 | 24 | That section 9-311 of the general statutes be amended to provide that 1 | |
25 | 25 | (1) observers of an election recanvass shall have a right to observe the 2 | |
26 | 26 | conduct of such recanvass in person and without the need to so observe 3 | |
27 | 27 | through electronic means, (2) the moderator at a recanvass shall be 4 | |
28 | 28 | prohibited from interfering with any such observer's ability to observe 5 | |
29 | 29 | the conduct of such recanvass, and (3) such moderator shall be subject 6 | |
30 | 30 | to fines in the event of violation of such right or prohibition. 7 | |
