AN ACT CONCERNING CAREER PATHWAYS AND WORKFORCE 
TRAINING. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) require the Department 1 
of Education to (A) establish a rubric for career pathway training 2 
programs; and (B) develop a new accelerated pathway to teacher 3 
certification for people who work in the trades, (2) establish a task force 4 
to examine any transportation barriers faced by participants in work-5 
based learning programs, (3) require the Commissioner of Consumer 6 
Protection to (A) adopt regulations pursuant to section 20-332 of the 7 
general statutes to specify a journeyperson to apprentice ratio of two to 8 
one for the period of July 1, 2025, until June 30, 2027, for the trades of 9 
electrical, plumbing, heating, piping and cooling, sprinkler filter, sheet 10 
metal work and non-electrician certified solar panel installers; and (B) 11 
jointly with the Labor Commissioner, (i) increase fines for contractors 12 
who violate the journeyperson to apprentice ratio, and (ii) develop and 13 
publish standards for exceptions to the journeyperson to apprentice 14 
ratio requirement that accommodate any workforce shortages, and (4) 15  Proposed Bill No.  538

require the State Auditors of Public Accounts to conduct an audit on the 16 
effectiveness of each workforce development program funded by the 17 
state. 18 
Statement of Purpose:   
To develop a rubric for career pathway training programs and a new 
accelerated teacher certification pathway for people who work in the 
trades, establish a task force to examine transportation barriers related 
to work-based learning programs, amend the journeyperson to 
apprentice ratio until June 30, 2027, and require an audit of workforce 
development programs.
