AN ACT CONCERNING THE STATE ELECTIONS ENFORCEMENT COMMISSION AND QUALIFYING CONTRIBUTIONS UNDER THE CITIZENS' ELECTION PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 157 of the general statutes be amended to require that 1 the State Elections Enforcement Commission, when reviewing the 2 application of a candidate committee for a grant from the Citizens' 3 Election Fund, provide to the treasurer of such candidate committee (1) 4 a list of each contribution to the candidate committee that said 5 commission has not deemed a qualifying contribution, (2) an 6 explanation for each such contribution of why said commission has not 7 deemed it a qualifying contribution, and (3) an opportunity to either (A) 8 cure the defect with the contribution so that it will be deemed a 9 qualifying contribution and accepted toward successful application for 10 such grant, or (B) refund such contribution to the contributor. 11 Statement of Purpose: To require the State Elections Enforcement Commission to advise of defects in contributions in applications for Citizens' Election Program Proposed Bill No. 613 LCO No. 421 2 of 2 grants and to afford campaign treasurers opportunities to cure such defects or return contributions to contributors.
