AN ACT MAKING THE CONNECTICUT PAID FAMILY AND MEDICAL 
LEAVE INSURANCE PROGRAM AN OPT -IN PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That sections 31-49e to 31-49t, inclusive, of the general statutes be 1 
amended to (1) eliminate the requirement in subsection (b) of section 31-2 
49g of the general statutes that employees contribute a percentage of 3 
such employees' subject earnings to the Family and Medical Leave 4 
Insurance Trust Fund, and (2) make the Paid Family and Medical Leave 5 
Insurance Program an opt-in program. 6 
Statement of Purpose:   
To make the Connecticut Paid Family and Medical Leave Insurance 
Program an opt-in program.
