AN ACT REQUIRING THAT THE ENACTMENT OF NEW OR 
ENLARGED MUNICIPAL MANDATES BE APPROVED BY A VOTE OF 
NOT LESS THAN TWO -THIRDS OF THE MEMBERS OF EACH 
CHAMBER OF THE GENERAL ASSEMBLY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 2-32b of the general statutes be amended to require any 1 
bill creating or enlarging a state mandate to local governments be 2 
approved by a vote of not less than two-thirds of the members of each 3 
chamber of the General Assembly. 4 
Statement of Purpose:   
To require any bill creating or enlarging a municipal mandate to be 
approved by a vote of not less than two-thirds of the members of each 
chamber of the General Assembly.
