AN ACT CONCERNING MEMBERS OF THE ARMED FORCES AND 
CERTAIN DEPARTMENT OF MOTOR VEHICLES FINES OR LATE 
FEES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That section 27-102a of the general statutes be amended to provide 1 
that, if a member of the armed forces is due for a motor vehicle 2 
operator's license renewal or has a vehicle that is due for a registration 3 
renewal or emissions testing, but such member is serving outside of the 4 
state and is unable to complete such renewal or testing in a timely 5 
manner, such member shall be exempt from the payment of any fine or 6 
late fee associated with such renewal or testing if such member 7 
completes such renewal or testing not later than ninety days after 8 
returning to the state. 9 
Statement of Purpose:   
To afford members of the armed forces serving outside of the state a 
grace period upon their return to the state for the completion of certain 
motor vehicle-related renewals or testing, during which period fines 
and late fees therefor are waived.
