2828 Be it enacted by the Senate and House of Representatives in General
2929 Assembly convened:

3131 That title 9 of the general statutes be amended to (1) prohibit the 1
3232 unsolicited mailing, delivery or other provision of absentee ballot 2
3333 applications; (2) require the audit of same-day election registrations and 3
3434 subsequent confirmation notices of such registrations; (3) require 4
3535 registrars of voters to verify that any elector who votes by absentee 5
3636 ballot actually resides at the address associated with such elector's 6
3737 absentee ballot application and absentee ballot; (4) (A) require photo 7
3838 identification for voting in person or by absentee ballot, (B) afford 8
3939 electors means of obtaining, free of charge, such photo identification for 9
4040 purposes of so voting, and (C) afford electors means of obtaining from 10 Proposed Bill No. 653

4545 public libraries, free of charge, a photocopy of such photo identification 11
4646 for purposes of so voting by absentee ballot, the costs of which are to be 12
4747 reimbursable by the State Treasurer; (5) impose mandatory minimum 13
4848 sentences for certain felony violations of election laws; and (6) require 14
4949 the Secretary of the State to develop and implement a process for 15
5050 verifying the signatures upon returned absentee ballots against the 16
5151 signatures upon the corresponding absentee ballot applications. 17

5353 To implement multiple revisions to the election laws relating to absentee
5454 voting, same-day election registration, in-person voting and criminal
