AN ACT CONCERNING FIRST AMENDMENT PROTECTIONS OF 
POLITICAL CAMPAIGN ACTIVITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapters 155 and 157 of the general statutes be amended to 1 
repeal any provision that limits the political speech of any candidate, 2 
whether participating in the Citizens' Election Program or not, in a 3 
manner beyond that which is necessary to prevent the funding of 4 
campaign speech with respect to a clearly identified candidate running 5 
in a different race. 6 
Statement of Purpose:   
To repeal certain unconstitutional content-based restrictions on political 
speech in the state's campaign finance laws, in accordance with the 
Connecticut Supreme Court's decision in Markley v. State Elections 
Enforcement Commission.
