2828 AN ACT IMPLEMENTING SEVERAL REFORMS RELATING TO IN -

3232 Be it enacted by the Senate and House of Representatives in General
3333 Assembly convened:

3535 That title 9 of the general statutes be amended to (1) require photo 1
3636 identification for voting in person or by absentee ballot and afford 2
3737 electors means of obtaining, free of charge, such photo identification or 3
3838 a photocopy thereof for purposes of so voting; (2) prohibit the 4
3939 unsolicited mailing, delivery or other provision of absentee ballot 5
4040 applications; (3) require the audit of same-day election registrations and 6
4141 subsequent confirmation notices of such registrations; (4) require 7
4242 registrars of voters to verify that any elector who votes by absentee 8
4343 ballot actually resides at the address associated with such elector's 9
4444 absentee ballot application and absentee ballot; (5) impose mandatory 10 Proposed Bill No. 745

4949 minimum sentences for certain felony violations of election laws; (6) 11
5050 require the Secretary of the State to develop and implement a process 12
5151 for verifying the signatures upon returned absentee ballots against the 13
5252 signatures upon the corresponding absentee ballot applications; and (7) 14
5353 establish a standing legislative committee, consisting of eight members 15
5454 of the House of Representatives, four from each major party, and six 16
5555 members of the Senate, three from each major party, that shall have sole 17
5656 cognizance of matters relating to the State Elections Enforcement 18
5757 Commission, constitutional amendments and elections and election 19

5959 Statement of Purpose:
6060 To implement several reforms relating to in-person voting, absentee
6161 voting, same-day election registration, election crimes and legislative
6262 oversight of constitutional amendments and election laws.
