1818 AN ACT CONCERNING ACCESSORY APARTMENTS, CONVERSION
1919 OF COMMERCIAL REAL PROPERTY FOR RESIDENTIAL USE,
2020 EVICTION RECORDS, ESTABLISHMENT OF A FAIR HOUSING
2121 OFFICE AND A FORECLOSURE MEDIATION PROGRAM.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That (1) section 8-2o of the general statutes be amended to require a 1
2626 municipality that opts out of the provisions allowing accessory 2
2727 apartments as of right on each lot containing a single-family dwelling 3
2828 unit to do so on a case-by-case basis, (2) the general statutes be amended 4
2929 to require that any zoning regulations adopted pursuant to section 8-2 5
3030 of the general statutes allow the conversion of vacant commercial 6
3131 property into residential or mixed-use development, (3) chapter 832 of 7
3232 the general statutes be amended to create a process whereby tenants 8
3333 may petition the court to seal certain eviction records and prohibit 9
3434 consumer reporting agencies from disclosing such sealed records, (4) 10
3535 title 8 of the general statutes be amended to establish a Fair Housing 11
3636 Office, and (5) section 49-31m of the general statutes be amended to 12
3737 implement a program offering homeowners at risk of foreclosure 13

4343 Statement of Purpose:
4444 To (1) require case-by-case municipal opting out of allowing accessory
4545 apartments as of right, (2) establish a program incentivizing the
4646 conversion of vacant commercial properties into residential or mixed-
4747 use developments, (3) allow tenants to petition the court to seal certain
4848 eviction records, (4) establish a Fair Housing Office to promote equitable
4949 access to housing, and (5) offer mediation services to homeowners at
5050 risk of foreclosure that prioritizes preventing foreclosure.
