AN ACT ESTABLISHING A WORKING GROUP TO EXAMINE THE 
WORKERS' COMPENSATION PROGRAM.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a working 1 
group to study the workers' compensation program. Such study shall 2 
include an examination of ways to (1) streamline such program, 3 
including, but not limited to, updating the workers' compensation 4 
electronic filing system, including the reporting triggers and 5 
mechanisms, (2) reduce prior authorization delays, and (3) reduce 6 
fraudulent claims. 7 
(b) The working group shall consist of the following members: 8 
(1) One appointed by the speaker of the House of Representatives; 9 
(2) One appointed by the president pro tempore of the Senate; 10 
(3) One appointed by the majority leader of the House of 11 
Representatives; 12 
(4) One appointed by the majority leader of the Senate; 13 
(5) One appointed by the minority leader of the House of 14 
Representatives; 15 
(6) One appointed by the minority leader of the Senate; and 16  Substitute Bill No. 828

(7) The chairperson of the Workers' Compensation Commission, or 17 
the chairperson's designee. 18 
(c) Any member of the working group appointed under subdivision 19 
(1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 20 
of the General Assembly. 21 
(d) All initial appointments to the working group shall be made not 22 
later than thirty days after the effective date of this section. Any vacancy 23 
shall be filled by the appointing authority. 24 
(e) The speaker of the House of Representatives and the president pro 25 
tempore of the Senate shall select the chairpersons of the working group 26 
from among the members of the working group. Such chairpersons shall 27 
schedule the first meeting of the working group, which shall be held not 28 
later than sixty days after the effective date of this section. 29 
(f) The administrative staff of the joint standing committee of the 30 
General Assembly having cognizance of matters relating to labor and 31 
public employees shall serve as administrative staff of the working 32 
group. 33 
(g) Not later than January 1, 2026, the working group shall submit a 34 
report on its findings and recommendations to the joint standing 35 
committee of the General Assembly having cognizance of matters 36 
relating to labor and public employees, in accordance with the 37 
provisions of section 11-4a of the general statutes. The working group 38 
shall terminate on the date that it submits such report or January 1, 2026, 39 
whichever is later. 40 
This act shall take effect as follows and shall amend the following 
sections:
