AN ACT CONCERNING THE REVITALIZATION AND STRENGTHENING OF THE STATE'S HEALTH CARE SYSTEM TO PROMOTE HEALTH CARE QUALITY AND AFFORDABILITY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) authorize association 1 health plans, (2) establish a working group to make recommendations 2 to overhaul health care statutes in pursuit of health care realignment, 3 including a new mandate review process, (3) eliminate all certificate of 4 need requirements for outpatient and inpatient expansion of services, 5 except for certificate of need requirements relating to (A) the expansion 6 of radiology equipment, (B) any outpatient or inpatient reduction or 7 elimination of services, and (C) hospital transfers of ownership, (4) 8 require public notices and public hearings as part of the certificate of 9 need application process, (5) require the Office of Health Strategy's 10 Health Systems Planning Unit to issue decisions on certificate of need 11 applications not later than one hundred twenty days after an application 12 Proposed Bill No. 835 LCO No. 2262 2 of 2 is submitted to the unit, (6) establish checkpoints in the Insurance 13 Department's rate approval process, (7) require a study of insurance 14 companies' ability to provide tiered products, including a plan based on 15 the federal essential health benefits standard, and (8) evaluate the need 16 for a federal waiver to offer other tiered and catastrophic insurance 17 plans. 18 Statement of Purpose: To create a sustainable, patient-centered health care system that improves outcomes for all state residents.
