| 36 | 36 | | including a new mandate review process, (3) eliminate all certificate of 4 |

| 37 | 37 | | need requirements for outpatient and inpatient expansion of services, 5 |

| 38 | 38 | | except for certificate of need requirements relating to (A) the expansion 6 |
