1818 AN ACT INCLUDING CERTAIN DEED -RESTRICTED DWELLING UNITS
1919 IN THE CALCULATION OF THE THRESHOLD FOR EXEMPTION FROM
2020 THE AFFORDABLE HOUSING APPEALS PROCEDURE.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That section 8-30g of the general statutes be amended to (1) include 1
2525 in the ten per cent threshold for exemption from the affordable appeals 2
2626 procedure deed-restricted dwelling units that are (A) conveyed by 3
2727 deeds containing covenants or restrictions which require that, for at 4
2828 least forty years after the initial occupation, such dwelling units be sold 5
2929 or rented at, or below, prices which will preserve the units as housing 6
3030 for which persons and families pay thirty per cent or less of all annual 7
3131 income equal to or less than one hundred thousand dollars for single tax 8
3232 filers and equal to or less than two hundred thousand dollars for joint 9
3333 tax filers, and (B) purchased or rented by individuals or families 10
3434 required to provide proof of full-time employment at the time of 11
3535 application and maintain full-time employment for a minimum of nine 12
3636 months during each calendar year; and (2) require the awarding of one 13
3737 housing unit-equivalent point for each such deed-restricted dwelling 14

4343 Statement of Purpose:
4444 To include in the calculation of the threshold for exemption from the
4545 affordable housing appeals procedure deed-restricted housing able to
4646 be sold or rented to certain individuals and families meeting income and
4747 employment requirements and award a municipality housing unit-
4848 equivalent points for each such dwelling unit created.
