1219 AN ACT CONCERNING THE MAXIMUM ALLOWABLE
1320 CONCENTRATION FOR 1,4 -DIOXANE IN HOUSEHOLD CLEANING
1421 AND PERSONAL CARE PRODUCTS AND COSMETICS.
1522 Be it enacted by the Senate and House of Representatives in General

1825 Section 1. (NEW) (Effective October 1, 2025) (a) (1) On and after April 1
1926 1, 2026, no person shall manufacture, distribute, sell or offer for sale any 2
2027 household cleaning product that contains 1,4-dioxane other than in 3
2128 concentrations that do not exceed two parts per million. 4
2229 (2) On and after April 1, 2027, no person shall manufacture, 5
2330 distribute, sell or offer for sale any household cleaning product that 6
2431 contains 1,4-dioxane other than in concentrations that do not exceed one 7
2532 part per million. 8
26-(b) On and after April 1, 2026, no person shall manufacture, 9
27-distribute, sell or offer for sale any cosmetic product that contains 1,4-10
28-dioxane, other than in concentrations that do not exceed ten parts per 11
29-million. 12
30-(c) (1) On and after April 1, 2026, no person shall manufacture, 13
31-distribute, sell or offer for sale any personal care product that contains 14
32-1,4-dioxane other than in concentrations that do not exceed two parts 15

33+(3) Not later than May 1, 2030, and every two years thereafter, the 9
34+Department of Energy and Environmental Protection, in consultation 10
35+with the Department of Public Health, shall review the concentration 11
36+thresholds established in this subsection and determine whether such 12
37+concentrations shall be lowered to better protect human health and the 13
38+environment. 14

38-(2) On and after April 1, 2027, no person shall manufacture, 17
39-distribute, sell or offer for sale any personal care product that contains 18
40-1,4-dioxane other than in concentrations that do not exceed one part per 19
41-million. 20
42-(d) Any person who violates any provision of this section shall be 21
43-fined by the Commissioner of Energy and Environmental Protection not 22
44-more than one thousand dollars for each day during which such 23
45-violation continues, and, in addition thereto, such person may be 24
46-enjoined from continuing such violation. Any person who violates the 25
47-provisions of this section for a second or subsequent such violation shall 26
48-be fined by said commissioner not more than two thousand five 27
49-hundred dollars for each day during which such violation continues. 28
50-(e) For purposes of this section: (1) "Cosmetic product" means any 29
51-item intended to be rubbed, sprinkled or sprayed on, introduced into or 30
52-otherwise applied to the human body or any part thereof for 31
53-beautifying, promoting attractiveness or altering the appearance of, 32
54-including, but not limited to, any item intended for use as a component 33
55-of any such item. "Cosmetic product" does not include any personal care 34
56-product for which a prescription is required for distribution or 35
57-dispensation; and (2) "personal care product" means any product 36
58-intended for cleaning any part of the body, such as the skin and hair, 37
59-and includes, but is not limited to, hair shampoo, hair conditioner, soap, 38
60-bath gel and any other bathing product. "Personal care product" does 39
61-not include any product for which a prescription is required for 40
62-distribution or dispensation. 41
44+(4) Any manufacturer of a household cleaning product that is subject 15
45+to the requirements of subsection (a) of this section may apply to the 16
46+Commissioner of Energy and Environmental Protection for a one-year 17
47+waiver from such requirements for a specific household cleaning 18
48+product and shall provide the commissioner with proof that the 19
49+manufacturer has taken steps to reduce the presence of 1,4-dioxane in 20
50+such product and is unable to comply with the requirements of 21
51+subsection (a) of this section. Following the grant of any such one-year 22
52+waiver, such manufacturer may apply to the commissioner for one 23
53+additional one-year waiver for such household cleaning product and 24
54+shall provide the commissioner with similar proof of reduction steps 25
55+taken by such manufacturer. 26
56+(b) (1) For purposes of this subsection: (A) "Cosmetic product" means 27

73+(3) (A) On and after April 1, 2026, no person shall manufacture, 44
74+distribute, sell or offer for sale any personal care product that contains 45
75+1,4-dioxane other than in concentrations that do not exceed two parts 46

82+(B) On and after April 1, 2027, no person shall manufacture, 48
83+distribute, sell or offer for sale any personal care product that contains 49
84+1,4-dioxane other than in concentrations that do not exceed two parts 50
85+per million. 51
86+(4) Not later than May 1, 2030 and every two years thereafter, the 52

96+personal care product, as applicable. Such manufacturer shall provide 62
97+proof to the commissioner that it has taken steps to reduce the presence 63
98+of 1,4-dioxane in such product and is unable to comply with the 64

118+adopt regulations, in accordance with the provisions of chapter 54 of the 79
119+general statutes, to implement the provisions of this section. 80
