AN ACT ESTABLISHING A COMMISSION AND PILOT PROGRAM TO ACHIEVE GREATER VOTER PARTICIPATION IN THE STATE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) a commission be established to study methods to enhance 1 civic education in the state and increase voter participation by providing 2 data and best practices for state-wide efforts to achieve one hundred per 3 cent voter participation, including potential incentive and enforcement 4 systems, the experience of countries that have enacted voting as a 5 required civic duty and any assistance that would be needed by town 6 clerks and registrars of voters to administer elections with increased 7 participation rates, and (2) a pilot program be established to authorize 8 municipalities to amend municipal voting ordinances and procedures 9 to achieve greater voter participation, with monetary incentives or 10 resources provided by the state. 11 Statement of Purpose: To establish a commission to study methods to increase voter participation and a pilot program in municipalities to obtain data and best practices for state-wide efforts.
