1219 AN ACT REQUIRING ANNUAL PERFORMANCE AUDITS OF
1320 MEDICAID-FUNDED PROGRAMS BY THE AUDITORS OF PUBLIC
1421 ACCOUNTS.
1522 Be it enacted by the Senate and House of Representatives in General
1623 Assembly convened:

1825 Section 1. (NEW) (Effective July 1, 2025) Not later than December 1, 1
19-2025, and annually thereafter, the Senate and House chairpersons and 2
20-ranking members of the joint standing committee of the General 3
21-Assembly having cognizance of matters relating to human services shall 4
22-provide to the Auditors of Public Accounts a written list of not less than 5
23-two Medicaid-funded programs to be subject to performance audits by 6
24-said auditors in accordance with section 2-90 of the general statutes, as 7
26+2025, and annually thereafter, the Senate chairperson and the House 2
27+chairperson of the joint standing committee of the General Assembly 3
28+having cognizance of matters relating to human services shall provide 4
29+to the Auditors of Public Accounts a written list of not less than two 5
30+Medicaid-funded programs to be subject to performance audits by said 6
31+auditors in accordance with section 2-90 of the general statutes, as 7
2532 amended by this act. Not later than thirty days after the completion of 8
2633 the performance audits, the Commissioner of Social Services shall post 9
2734 a link to the audit results and recommendations on the Internet web site 10
2835 of the Department of Social Services. 11
2936 Sec. 2. Section 2-90 of the general statutes is amended by adding 12
3037 subsection (j) as follows (Effective January 1, 2026): 13
3138 (NEW) (j) Notwithstanding the provisions of subsection (c) of this 14
3239 section, said auditors shall conduct not less than two performance 15
33-audits annually of Medicaid-funded programs from a list of such 16

39-chairpersons and ranking members of the joint standing committee of 18
40-the General Assembly having cognizance of matters relating to human 19
41-services, in accordance with section 1 of this act. Administrators of any 20
42-such program being audited by the auditors shall provide any 21
43-information the auditors deem necessary to conduct such audit. The 22
44-auditors shall report their findings and recommendations, in accordance 23
45-with the provisions of section 11-4a, to the Governor, the State 24
46-Comptroller and the joint standing committees of the General Assembly 25
47-having cognizance of matters relating to appropriations and the budgets 26
48-of state agencies and human services. 27
