Explanation
The bill alters the distribution formula for the Regional Planning
Incentive Account by adjusting the per capita amount to reflect any
increase in the consumer price index for all urban consumers during the
preceding 12 months.

This may result in Councils of Government
(COGs) with higher populations receiving a larger grant amount.
The bill also requires the Office of Policy and Management (OPM) to
review and update the formula annually instead of every five years.
This does not result in a fiscal impact as OPM has the resources
necessary to meet these requirements.
