| 23 | 23 | | Section 1. Section 16a-14e of the general statutes is repealed and the 1 |

| 24 | 24 | | following is substituted in lieu thereof (Effective October 1, 2025): 2 |

| 25 | 25 | | The [Department] Commissioner of Energy and Environmental 3 |
|---|
| 26 | 26 | | Protection shall operate a purchasing pool for the purchase of electricity 4 |
|---|
| 27 | 27 | | for state operations. [Said department] The commissioner shall provide 5 |
|---|
| 28 | 28 | | [the opportunity to participate in such purchasing pool to] each 6 |
|---|
| 29 | 29 | | household that includes an individual who receives means-tested 7 |
|---|
| 30 | 30 | | assistance administered by the state or federal government with the 8 |
|---|
| 31 | 31 | | opportunity to participate in said purchasing pool. Any such household 9 |
|---|
| 32 | 32 | | shall receive through such purchasing pool the same benefits and rate 10 |
|---|
| 33 | 33 | | discounts available for state facilities. The [Department of Energy and 11 |

| 34 | 34 | | Environmental Protection] commissioner shall use federal and state 12 |
|---|
| 35 | 35 | | energy assistance funds to leverage the lowest practicable electric rates 13 |

| 36 | 36 | | for households participating in such pool, provided such funds shall not 14 |

| 37 | 37 | | be used for administrative purposes. The provisions of section 16-245 15 |
