12	19		AN ACT REQUIRING CERTAIN AGENCIES TO REPORT COSTS
13	20		ASSOCIATED WITH PROGRAMS SERVING CHILDREN AND
14	21		FAMILIES.
15	22		Be it enacted by the Senate and House of Representatives in General
16	23		Assembly convened:

18		-	Section 1. (Effective from passage) Not later than January 1, ~~2026~~, the 1

19	26		Department of Social Services shall submit a report, in accordance with 2
20	27		the provisions of section 11-4a of the general statutes, to the joint 3
21	28		standing committees of the General Assembly having cognizance of 4
22	29		matters relating to children, human services and appropriations. Such 5
23	30		report shall (1) describe each program administered by the department 6
24	31		that serves children or families, where eligibility for participation in 7
25	32		such program or the sliding fee for participation in such program is 8
26	33		based on a comparison between annual family income and the federal 9
27	34		poverty level, (2) list the total cost associated with the administration of 10
28	35		each such program, (3) list the anticipated total cost associated with the 11
29	36		administration of each such program if eligibility for participation was 12
30	37		expanded to include children and families with an annual family 13
31	38		income above the federal poverty level and below the ALICE Threshold 14
32	39		of Financial Survival for the state, as determined by the United Way of 15

33	46		Connecticut, (4) list how many additional children or families would be 16
34	47		eligible for participation in each such program if participation was 17

40	49		(5) discuss the feasibility of adopting the ALICE Threshold of Financial 19
41	50		Survival in making eligibility determinations for each such program. 20

53	62		anticipated total cost associated with the administration of each such 32
54	63		program if eligibility for participation was expanded to include children 33
55	64		and families with an annual family income above the federal poverty 34
56	65		level and below the ALICE Threshold of Financial Survival for the state, 35
57	66		as determined by the United Way of Connecticut, (4) list how many 36
58	67		additional children or families would be eligible for participation in 37
59	68		each such program if participation was expanded in the manner 38
60	69		described in subdivision (3) of this section, and (5) discuss the feasibility 39
61	70		of adopting the ALICE Threshold of Financial Survival in making 40
62	71		eligibility determinations for each such program. 41

	85	+	To require the Department of Social Services and the Department of
	86	+	Developmental Services to submit reports describing current costs
	87	+	associated with programs serving children and families and anticipated
	88	+	costs associated with utilizing different eligibility criteria for
	89	+	participation in such programs.
