1219 AN ACT REQUIRING CERTAIN AGENCIES TO REPORT COSTS
1320 ASSOCIATED WITH PROGRAMS SERVING CHILDREN AND
1421 FAMILIES.
1522 Be it enacted by the Senate and House of Representatives in General

18-Section 1. (Effective from passage) Not later than January 1, 2026, the 1

1926 Department of Social Services shall submit a report, in accordance with 2
2027 the provisions of section 11-4a of the general statutes, to the joint 3
2128 standing committees of the General Assembly having cognizance of 4
2229 matters relating to children, human services and appropriations. Such 5
2330 report shall (1) describe each program administered by the department 6
2431 that serves children or families, where eligibility for participation in 7
2532 such program or the sliding fee for participation in such program is 8
2633 based on a comparison between annual family income and the federal 9
2734 poverty level, (2) list the total cost associated with the administration of 10
2835 each such program, (3) list the anticipated total cost associated with the 11
2936 administration of each such program if eligibility for participation was 12
3037 expanded to include children and families with an annual family 13
3138 income above the federal poverty level and below the ALICE Threshold 14
3239 of Financial Survival for the state, as determined by the United Way of 15

5463 program if eligibility for participation was expanded to include children 33
5564 and families with an annual family income above the federal poverty 34
5665 level and below the ALICE Threshold of Financial Survival for the state, 35
5766 as determined by the United Way of Connecticut, (4) list how many 36
5867 additional children or families would be eligible for participation in 37
5968 each such program if participation was expanded in the manner 38
6069 described in subdivision (3) of this section, and (5) discuss the feasibility 39
6170 of adopting the ALICE Threshold of Financial Survival in making 40
6271 eligibility determinations for each such program. 41

85+To require the Department of Social Services and the Department of
86+Developmental Services to submit reports describing current costs
87+associated with programs serving children and families and anticipated
88+costs associated with utilizing different eligibility criteria for
89+participation in such programs.
