1919 AN ACT CONCERNING CERTAIN NEGLECTED, UNCARED FOR AND
2020 ABUSED CHILDREN AND YOUTHS.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. Subdivision (1) of section 46b-120 of the general statutes is 1
2525 repealed and the following is substituted in lieu thereof (Effective July 1, 2
2626 2025): 3
2727 (1) "Child" means any person under eighteen years of age who has 4
2828 not been legally emancipated, except that for purposes of (A) 5
2929 delinquency matters and proceedings, "child" means any person who 6
3030 [(A)] (i) is at least ten years of age at the time of the alleged commission 7
3131 of a delinquent act and who is [(i)] (I) under eighteen years of age and 8
3232 has not been legally emancipated, or [(ii)] (II) eighteen years of age or 9
3333 older and committed a delinquent act prior to attaining eighteen years 10
3434 of age, or [(B)] (ii) subsequent to attaining eighteen years of age, [(i)] (I) 11
3535 violates any order of the Superior Court or any condition of probation 12
3636 ordered by the Superior Court with respect to a delinquency 13
3737 proceeding, or [(ii)] (II) wilfully fails to appear in response to a summons 14
3838 under section 46b-133 or at any other court hearing in a delinquency 15

4545 proceeding of which the child had notice, and (B) a verified petition filed 16
4646 pursuant to section 46b-129, alleging that a child or youth is neglected, 17
4747 uncared for or abused, "child" includes any child or youth who turns 18
4848 eighteen years of age prior to the adjudication of such petition; 19
4949 This act shall take effect as follows and shall amend the following

5454 Statement of Purpose:
5555 To specify that a child or youth who is the subject of a petition alleging
5656 that such child or youth is neglected, uncared for or abused shall be
5757 considered a child for the purposes of the adjudication of such petition
5858 if such child turns eighteen years of age prior to such adjudication.
