LCO 3892 1 of 2 General Assembly Raised Bill No. 1233 January Session, 2025 LCO No. 3892 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT EXEMPTING THE NAME AND ADDRESS OF AN INDIVIDUAL REPORTING AN ALLEGATION INVOLVING BIGOTRY OR BIAS AND OF THE ALLEGED OFFENDER FROM DISCLOSURE UNDER THE FREEDOM OF INFORMATION ACT. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (b) of section 1-210 of the general statutes is 1 amended by adding subdivision (29) as follows (Effective October 1, 2 2025): 3 (NEW) (29) The name and address of an individual reporting, and the 4 name and address of the alleged offender in a report of, an incident 5 involving an allegation of bigotry or bias towards any person, group of 6 persons or religiously-affiliated entity, based in whole or in part on the 7 actual or perceived race, religion, ethnicity, disability, sex, sexual 8 orientation or gender identity or expression of such person, group or 9 entity, including, but not limited to, any allegation of a violation of 10 section 46a-58, 53-37, 53-37a, 53-37b or 53a-40a, subdivision (3) of 11 subsection (a) of section 53a-62, subdivision (4) of subsection (a) of 12 section 53a-180, subdivision (4) of subsection (a) of section 53a-180c, 13 Raised Bill No. 1233 LCO 3892 2 of 2 subdivision (3) of subsection (a) of section 53a-180d, subdivision (4) of 14 subsection (a) of section 53a-181c, section 53a-181j, 53a-181k or 53a-181l 15 to (A) a law enforcement agency, including on the standardized form or 16 other reporting system developed pursuant to subdivision (1) of 17 subsection (b) of section 29-7d, or (B) any database for the reporting of 18 such allegations established by the Institute for Municipal and Regional 19 Policy at The University of Connecticut. 20 This act shall take effect as follows and shall amend the following sections: Section 1 October 1, 2025 1-210(b)(29) GAE Joint Favorable
