1819 AN ACT CONCERNING THE MEMBERSHIP OF THE CODES AND
1920 STANDARDS COMMITTEE.
2021 Be it enacted by the Senate and House of Representatives in General

2324 Section 1. Section 29-251 of the general statutes is repealed and the 1
2425 following is substituted in lieu thereof (Effective October 1, 2025): 2
2526 There shall be within the Department of Administrative Services a 3
2627 Codes and Standards Committee whose duty it shall be to work with 4
2728 the State Building Inspector in the enforcement of this part and the State 5
2829 Fire Marshal in the enforcement of part II of this chapter as set forth in 6
2930 this section. The committee shall be composed of [twenty-three] twenty 7
3031 members, residents of the state, appointed by the Commissioner of 8
3132 Administrative Services as follows: (1) [Two] One shall be [architects] 9
3233 an architect licensed in the state of Connecticut; (2) [three] two shall be 10

4245 protection;] (3) four shall be builders, [remodelers or superintendents of 16
4346 construction,] one of whom shall have expertise in single-family 17
4447 detached residential construction, one of whom shall have expertise in 18
4548 multifamily residential construction, one of whom shall have expertise 19
4649 in residential remodeling and one of whom shall have expertise in 20
4750 commercial construction; (4) [one shall be a public health official; (5)] 21
48-two shall be local building officials [; (6)] actively engaged in their 22
49-official duties; (5) two shall be local fire marshals [; (7)] actively engaged 23
50-in their official duties; (6) one shall be a Connecticut member of a 24
51-national building trades labor organization; [(8)] (7) one shall have 25
52-expertise in matters relating to energy efficiency; [(9) four] (8) two shall 26
53-be public members, one of whom shall have expertise in matters relating 27
54-to accessibility and use of facilities by persons with physical disabilities; 28

5659 a member of a state-wide electrical trades labor organization; [(11)] (10) 30
5760 one shall be a contractor licensed to perform plumbing and piping work 31
5861 or a member of a state-wide plumbing trades labor organization; [and 32
5962 (12)] (11) one shall be a contractor licensed to perform heating, piping 33
6063 and cooling work or a member of a state-wide heating and cooling 34
6164 trades labor organization; (12) one shall be a contractor licensed to 35
6265 perform the installation of commercial fire sprinkler systems; and (13) 36
6366 one shall be a contractor licensed to perform the installation of 37
6467 commercial fire alarm systems. Each member, other than the public 38
6568 members, shall have had not less than ten years' practical experience in 39
6669 such member's profession or business. The committee shall adopt 40
6770 regulations, in accordance with the provisions of chapter 54, governing 41
6871 the procedure of the committee. Members who fail to attend three 42
6972 consecutive meetings or fifty per cent of all meetings during a calendar 43
7073 year shall be deemed to have resigned. The committee may, within the 44
7174 limits of appropriations provided therefor, employ such assistants as 45
7275 may be necessary to conduct its business. 46
