1222 AN ACT IMPLEMENTING THE GOVERNOR'S BUDGET
1323 RECOMMENDATIONS FOR HIGHER EDUCATION.
1424 Be it enacted by the Senate and House of Representatives in General
1525 Assembly convened:

17-Section 1. (NEW) (Effective July 1, 2025) Each public institution of 1
18-higher education and such institution's central or system office, if any, 2
19-shall submit data to the Integrated Postsecondary Education Data 3
20-System maintained by the United States Department of Education's 4
21-National Center for Educational Statistics in accordance with 20 USC 5
22-1094(a)(17), as amended from time to time. As used in this section, 6
23-"public institution of higher education" means the institutions of higher 7
24-education that comprise the constituent units of the state system of 8
25-higher education, as defined in section 10a-1 of the general statutes. 9
26-Sec. 2. Section 10a-57g of the general statutes is repealed and the 10
27-following is substituted in lieu thereof (Effective July 1, 2025): 11
28-(a) As used in this section: 12
29-(1) ["Connecticut Preschool through Twenty and Workforce 13
30-Information Network" or "CP20 WIN"] "Preschool through Twenty and 14
31-Workforce Information Network" or "P20 WIN" means [the Preschool 15
32-through Twenty and Workforce Information Network maintained in the 16
33-state] a state integrated data system utilized for the purpose of matching 17 Substitute Bill No. 1250
27+Section 1. Section 10a-9b of the general statutes is repealed and the 1
28+following is substituted in lieu thereof (Effective July 1, 2025): 2
29+(a) The constituent units of the state system of higher education, as 3
30+defined in section 10a-1, shall use best efforts to work with the Secretary 4
31+of the Office of Policy and Management, the Department of 5
32+Administrative Services and the Comptroller to fully utilize the CORE-6
33+CT system in carrying out accounting processes and financial reporting 7
34+that meet constitutional needs and providing for budgetary and 8
35+financial reporting needs. 9
36+(b) [The] Each constituent [units of the state system of higher 10
37+education, as defined in section 10a-1,] unit shall [use best efforts to] 11
38+work with the Secretary of the Office of Policy and Management, the 12
39+Department of Administrative Services and the Comptroller to fully 13

41-[(2) "Data definitions" means the plain language descriptions of data 21
42-elements. 22
43-(3) "Data dictionary" means a listing of the names of a set of data 23
44-elements, their definitions and additional meta-data that does not 24
45-contain any actual data, but provides information about the data in a 25
46-data set. 26
47-(4) "Data elements" mean units of information that are stored or 27
48-accessed in any data system, such as a student identification number, 28
49-course code or cumulative grade point average. 29
50-(5) "Meta-data" means the information about a data element that 30
51-provides context for that data element, such as its definition, storage 31
52-location, format and size.] 32
53-[(6)] (2) "Participating agency" means the Connecticut State Colleges 33
54-and Universities, Department of Education, Labor Department, the 34
55-Office of Early Childhood, The University of Connecticut, the 35
56-Connecticut Conference of Independent Colleges [or] and any entity 36
57-that has executed an enterprise memorandum of understanding for 37
58-participation in the [CP20] P20 WIN and has been approved for 38
59-participation pursuant to the terms of the enterprise memorandum of 39
60-understanding. 40
61-[(7) "Preschool through Twenty and Workforce Information 41
62-Network" or "P20 WIN" means a state data system for the purpose of 42
63-matching and linking longitudinally data of state agencies and other 43
64-organizations to inform policy and practice for education, workforce 44
65-and supportive service efforts, including, but not limited to, the purpose 45
66-of conducting audits and evaluations of federal and state education 46

46+utilize the CORE-CT system to provide for human resources and payroll 14
47+reporting and to initiate the process of determining consistent 15
48+classification and compensation for employees not represented by an 16
49+employee organization, as defined in section 5-270. 17
50+(c) Not later than October 1, 2025, and quarterly thereafter, each 18
51+constituent unit shall submit to the Comptroller, in the form and manner 19
52+prescribed by the Comptroller, data on the budget and expenditures of 20
53+such constituent unit and such constituent unit's central office, if any, 21
54+for inclusion in any program concerning state-wide fiscal transparency 22
55+and the databases maintained by the office of the Comptroller pursuant 23
56+to section 2-53l. 24
57+Sec. 2. (NEW) (Effective July 1, 2025) Each public institution of higher 25
58+education and such institution's central or system office, if any, shall 26
59+submit data to the Integrated Postsecondary Education Data System 27
60+maintained by the United States Department of Education's National 28
61+Center for Educational Statistics in accordance with 20 USC 1094(a)(17), 29
62+as amended from time to time. As used in this section, "public institution 30

72-[(8)] (3) "Enterprise memorandum of understanding" means a 48
73-foundational multiparty agreement that sets forth the details of how 49
74-data is shared and the respective legal rights and responsibilities of each 50
75-party within the data sharing process. [, by which the same foundational 51
76-agreement may be used for new agencies to sign on to the data sharing 52
77-process and without having to re-sign as agencies sign on or off of such 53
78-agreement.] 54
79-(b) There is established a [Connecticut] Preschool through Twenty 55
80-and Workforce Information Network. [The purpose of the CP20] The 56
81-executive board of the P20 WIN, [is to] established pursuant to 57
82-subsection (d) of this section, shall establish processes and structures 58
83-governing the secure sharing of [critical longitudinal] data across 59
84-participating agencies. [through implementation of the standards and 60
85-policies of the Preschool through Twenty and Workforce Information 61
86-Network.] 62
87-(c) The Office of Policy and Management shall serve as the 63
88-administrator for P20 WIN to support the executive board and data 64
89-governing board, develop procedures for secure sharing and analysis of 65
90-data and provide program management to support the continued 66
91-operation and maintenance of P20 WIN, in accordance with the state 67
92-data plan and data sharing efforts specified in sections 4-67n and 4-67p; 68
93-[(c)] (d) The [CP20] P20 WIN shall be governed by an executive board 69
94-that shall provide oversight of such network. Said executive board shall 70
95-include, but need not be limited to, the chief executive officer of each 71
96-participating agency, or their respective designees, the Chief Workforce 72
97-Officer, or the officer's designee, and the Secretary of the Office of Policy 73
98-and Management, or the secretary's designee. The duties of the 74
99-executive board shall be to: 75
100-(1) Advance a vision for the [CP20] P20 WIN including a prioritized 76
101-research agenda with support from the Office of Policy and 77
102-Management. 78
103-(2) Convene as needed to respond to issues from the data governing 79 Substitute Bill No. 1250

111-(4) Support system implementation, maintenance and improvement 83
112-by advocating for the [CP20] P20 WIN in regard to policy, legislation 84
113-and resources. 85
114-(5) Advocate and support the state's vision for the [CP20] P20 WIN. 86
115-[(6) Have overall fiscal and policy responsibility for the CP20 WIN. 87
116-(7) Ensure that, in any circumstances in which public funds or 88
117-resources are to be jointly utilized with those from private entities, such 89
118-arrangements are governed by appropriate agreements approved by the 90
119-Attorney General.] 91
120-[(8)] (6) Establish a data governing board to establish and implement 92
121-policies related to cross-agency data management, including, but not 93
122-limited to, data confidentiality and security in alignment with the vision 94
123-for [CP20] the P20 WIN and any applicable law. In establishing such 95
124-policies, the data governing board shall consult with the Office of Policy 96
125-and Management, in accordance with the provisions of [section] 97
126-sections 4-67n and 4-67p and other applicable statutes and policies. 98
127-[(d)] (e) The executive board established pursuant to this section may 99
128-appoint advisory committees to make recommendations on data 100
129-stewardship, data system expansion and processes, and such other areas 101
130-that will advance the work of [CP20] the P20 WIN. 102
131-(f) (1) Each regional workforce development board established under 103
132-section 31-3k shall regularly submit data to the P20 WIN to report on the 104
133-performance and outcomes achieved by the state's workforce system, 105
134-including, but not limited to, workforce training and development 106
135-programs that receive federal and state funds or grants. Not later than 107
136-September 1, 2025, the Chief Workforce Officer shall, in consultation 108
137-with the Labor Commissioner, the Chief Data Officer and the regional 109 Substitute Bill No. 1250

145-[(e)] (2) On or before January 1, 2022, and annually thereafter, the 113
146-Chief Workforce Officer may, in consultation with the Chief Data 114
147-Officer and the Labor Commissioner, submit to the administrator of 115
148-[CP20] the P20 WIN a request for data and analysis of such data for the 116
149-purposes of assessing performance and outcomes of the state's 117
150-workforce system. Such data and analysis request shall be completed by 118
151-the administrator of [CP20] the P20 WIN not later than August 15, 2022, 119
152-and annually thereafter. 120
153-(g) Not later than October 1, 2025, and annually thereafter, each 121
154-constituent unit of the state system of higher education, as defined in 122
155-section 10a-1, and such constituent unit's central or system office, if any, 123
156-shall submit data to the P20 WIN to report on the outcomes of 124
157-postsecondary education and workforce development programs 125
158-operated by such constituent unit. Not later than September 1, 2025, the 126
159-Chief Data Officer shall establish standards for the submission of data 127
160-by such constituent unit and central or system office specifying the data 128
161-to be submitted and the form and manner in which to submit such data. 129
162-Any report produced from such data shall present be in aggregated 130
163-form and, consistent with any other provision of state or federal law, 131
164-shall not include any personally identifiable information of students or 132
165-participants in such programs. 133
166-Sec. 3. Subsection (e) of section 4-68m of the general statutes is 134
167-repealed and the following is substituted in lieu thereof (Effective July 1, 135
168-2025): 136
169-(e) (1) At the request of the division, the Department of Correction, 137
170-the Board of Pardons and Paroles, the Department of Mental Health and 138
171-Addiction Services, the Department of Emergency Services and Public 139
172-Protection, the Chief Court Administrator, the executive director of the 140
173-Court Support Services Division of the Judicial Branch, the Chief State's 141 Substitute Bill No. 1250

178-Attorney, [and] the Chief Public Defender and each public institution of 142
179-higher education, as defined in section 1 of this act, shall provide the 143
180-division with information and data needed by the division to perform 144
181-its duties under subsection (b) of this section. 145
182-(2) The division shall have access to individualized records 146
183-maintained by the Judicial Branch and the agencies specified in 147
184-subdivision (1) of this subsection as needed for research purposes. The 148
185-division, in collaboration with the Judicial Branch and the agencies 149
186-specified in subdivision (1) of this subsection, shall develop protocols to 150
187-protect the privacy of such individualized records consistent with state 151
188-and federal law. The division shall use such individualized records for 152
189-statistical analyses only and shall not use such records in any other 153
190-manner that would disclose the identity of individuals to whom the 154
191-records pertain. 155
192-(3) Any information or data provided to the division pursuant to this 156
193-subsection that is confidential in accordance with state or federal law 157
194-shall remain confidential while in the custody of the division and shall 158
195-not be disclosed. 159
196-Sec. 4. (Effective July 1, 2025) The Board of Trustees of The University 160
197-of Connecticut and the Board of Regents for Higher Education, in 161
198-consultation with the Office of Policy and Management, shall each 162
199-examine said respective board's policies and procedures concerning 163
200-accounts receivable holds for students currently enrolled or seeking to 164
201-enroll in postsecondary education programs in correctional facilities. 165
202-Not later than January 1, 2026, said boards shall revise and update such 166
203-policies and procedures regarding release of accounts receivable holds 167
204-to ensure that incarcerated students can enroll in postsecondary 168
205-education programs without delay. 169
206-Sec. 5. Subsection (c) of section 4-124w of the general statutes is 170
207-repealed and the following is substituted in lieu thereof (Effective July 1, 171
208-2025): 172

217-to carry out the Chief Workforce Officer's or the Office of Workforce 177
218-Strategy's duties and requirements. Each officer or employee of such 178
219-office, department, board, commission, public institution of higher 179
220-education or other agency of the state shall furnish such reports, 180
221-information, data and assistance as requested by the Chief Workforce 181
222-Officer, to the extent permitted under state and federal law. Any request 182
223-for data from a participating agency in [CP20] P20 WIN, established 183
224-pursuant to section 10a-57g, as amended by this act, shall be submitted 184
225-through [CP20] P20 WIN in accordance with the policies and procedures 185
226-established by [CP20] P20 WIN. 186
227-Sec. 6. Subdivision (19) of subsection (b) of section 12-15 of the general 187
228-statutes is repealed and the following is substituted in lieu thereof 188
229-(Effective July 1, 2025): 189
230-(19) To the extent allowable under federal law, return information to 190
231-another state agency or to support a data request submitted through 191
232-[CP20] P20 WIN, established in section 10a-57g, as amended by this act, 192
233-in accordance with the policies and procedures of [CP20] P20 WIN for 193
234-the purposes of evaluation or research, provided the recipient of such 194
235-data enters into a data sharing agreement pursuant to section 4-67aa if 195
236-such recipient is not a state agency; 196
237-Sec. 7. Subsection (e) of section 17b-112l of the general statutes is 197
238-repealed and the following is substituted in lieu thereof (Effective July 1, 198
239-2025): 199
240-(e) Not later than July 1, 2020, pursuant to the advisory authority 200
241-established in section 3-125, the Office of the Attorney General, in 201
242-consultation with the Two-Generational Advisory Board, the Secretary 202
243-of the Office of Policy and Management, the Chief Data Officer 203
244-appointed pursuant to section 4-67p and the [Connecticut] Preschool 204
245-through Twenty and Workforce Information Network, established 205 Substitute Bill No. 1250

227+Court Support Services Division of the Judicial Branch, the Chief State's 165
228+Attorney, [and] the Chief Public Defender and each public institution of 166
229+higher education, as defined in section 2 of this act, shall provide the 167
230+division with information and data needed by the division to perform 168
231+its duties under subsection (b) of this section. 169
232+(2) The division shall have access to individualized records 170
233+maintained by the Judicial Branch and the agencies specified in 171
234+subdivision (1) of this subsection as needed for research purposes. The 172
235+division, in collaboration with the Judicial Branch and the agencies 173
