LCO 1 of 2 General Assembly Substitute Bill No. 1292 January Session, 2025 AN ACT REQUIRING A STUDY CONCERNING ENERGY EFFICIENCY REQUIREMENTS FOR ARTIFICIAL INTELLIGENCE DATA CENTERS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) The Commissioner of Energy and 1 Environmental Protection, in consultation with the Public Utilities 2 Regulatory Authority and the Commissioner of Economic and 3 Community Development, shall conduct a study concerning energy 4 efficiency performance standards for artificial intelligence data centers. 5 Such study shall consider (1) best practices for energy efficiency in such 6 data centers, (2) energy management systems that may be implemented 7 by such data centers, (3) the use of renewable energy resources to offset 8 greenhouse gas production by such data centers, (4) the ability of such 9 data centers to participate in demand response programs, and (5) 10 limitations on the use of diesel backup generators to prohibit peak 11 shaving or load shedding by such data centers. Not later than February 12 1, 2026, the commissioner shall submit a report, in accordance with the 13 provisions of section 11-4a of the general statutes, to the joint standing 14 committee of the General Assembly having cognizance of matters 15 relating to energy and technology. 16 This act shall take effect as follows and shall amend the following sections: Substitute Bill No. 1292 LCO 2 of 2 Section 1 from passage New section ET Joint Favorable Subst.
