24 | 25 | | Section 1. (Effective from passage) (a) There is established a task force 1 |
---|
25 | 26 | | to study municipal penalties for landlords for health and safety 2 |
---|
26 | 27 | | violations and determine other mechanisms to resolve such violations 3 |
---|
27 | 28 | | that encourage appropriate repairs and ensure tenants have habitable 4 |
---|
28 | 29 | | housing. 5 |

29 | 30 | | (b) The task force shall consist of the following members: 6 |
---|
30 | 31 | | (1) Two appointed by the speaker of the House of Representatives, 7 |
---|
31 | 32 | | one of whom has expertise in landlord-tenant relations and one of 8 |
---|
32 | 33 | | whom has expertise in health and safety violations; 9 |
---|
33 | 34 | | (2) Two appointed by the president pro tempore of the Senate; 10 |
---|
34 | 35 | | (3) One appointed by the majority leader of the House of 11 |
---|

40 | 43 | | (4) One appointed by the majority leader of the Senate; 13 |

41 | 44 | | (5) One appointed by the minority leader of the House of 14 |

44 | 47 | | (7) The Commissioner of Housing, or the commissioner's designee. 17 |

45 | 48 | | (c) Any member of the task force appointed under subdivision (1), 18 |

46 | 49 | | (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 19 |
---|
47 | 50 | | of the General Assembly. 20 |

48 | 51 | | (d) All initial appointments to the task force shall be made not later 21 |
---|
49 | 52 | | than thirty days after the effective date of this section. Any vacancy shall 22 |
---|
50 | 53 | | be filled by the appointing authority. 23 |
---|
51 | 54 | | (e) The speaker of the House of Representatives and the president pro 24 |
---|
52 | 55 | | tempore of the Senate shall select the chairpersons of the task force from 25 |
---|
53 | 56 | | among the members of the task force. Such chairpersons shall schedule 26 |
---|
54 | 57 | | the first meeting of the task force, which shall be held not later than sixty 27 |
---|
55 | 58 | | days after the effective date of this section. 28 |
---|
56 | 59 | | (f) The administrative staff of the joint standing committee of the 29 |
---|
57 | 60 | | General Assembly having cognizance of matters relating to housing 30 |
---|
58 | 61 | | shall serve as administrative staff of the task force. 31 |
---|
59 | 62 | | (g) Not later than January 1, 2026, the task force shall submit a report 32 |
---|
60 | 63 | | on its findings and recommendations to the joint standing committee of 33 |
---|
61 | 64 | | the General Assembly having cognizance of matters relating to housing, 34 |
---|
62 | 65 | | in accordance with the provisions of section 11-4a of the general statutes. 35 |
---|
63 | 66 | | The task force shall terminate on the date that it submits such report or 36 |
---|
64 | 67 | | January 1, 2026, whichever is later. 37 |
---|
65 | 68 | | This act shall take effect as follows and shall amend the following |
