1819 AN ACT ESTABLISHING A TASK FORCE TO STUDY MUNICIPAL
1920 PENALTIES FOR LANDLORDS FOR HEALTH AND SAFETY
2021 VIOLATIONS.
2122 Be it enacted by the Senate and House of Representatives in General
2223 Assembly convened:

2425 Section 1. (Effective from passage) (a) There is established a task force 1
2526 to study municipal penalties for landlords for health and safety 2
2627 violations and determine other mechanisms to resolve such violations 3
2728 that encourage appropriate repairs and ensure tenants have habitable 4
2829 housing. 5
2930 (b) The task force shall consist of the following members: 6
3031 (1) Two appointed by the speaker of the House of Representatives, 7
3132 one of whom has expertise in landlord-tenant relations and one of 8
3233 whom has expertise in health and safety violations; 9
3334 (2) Two appointed by the president pro tempore of the Senate; 10
3435 (3) One appointed by the majority leader of the House of 11

4043 (4) One appointed by the majority leader of the Senate; 13
4144 (5) One appointed by the minority leader of the House of 14

4346 (6) One appointed by the minority leader of the Senate; and 16
4447 (7) The Commissioner of Housing, or the commissioner's designee. 17
4548 (c) Any member of the task force appointed under subdivision (1), 18
4649 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 19
4750 of the General Assembly. 20
4851 (d) All initial appointments to the task force shall be made not later 21
4952 than thirty days after the effective date of this section. Any vacancy shall 22
5053 be filled by the appointing authority. 23
5154 (e) The speaker of the House of Representatives and the president pro 24
5255 tempore of the Senate shall select the chairpersons of the task force from 25
5356 among the members of the task force. Such chairpersons shall schedule 26
5457 the first meeting of the task force, which shall be held not later than sixty 27
5558 days after the effective date of this section. 28
5659 (f) The administrative staff of the joint standing committee of the 29
5760 General Assembly having cognizance of matters relating to housing 30
5861 shall serve as administrative staff of the task force. 31
5962 (g) Not later than January 1, 2026, the task force shall submit a report 32
6063 on its findings and recommendations to the joint standing committee of 33
6164 the General Assembly having cognizance of matters relating to housing, 34
6265 in accordance with the provisions of section 11-4a of the general statutes. 35
6366 The task force shall terminate on the date that it submits such report or 36
6467 January 1, 2026, whichever is later. 37
6568 This act shall take effect as follows and shall amend the following
