18	19		AN ACT ESTABLISHING A WORKING GROUP TO STUDY AND
19	20		DEVELOP BEST PRACTICES TO PROMOTE HOUSING GROWTH
20	21		AND PROTECT THE STATE'S WATER SUPPLY.
21	22		Be it enacted by the Senate and House of Representatives in General
22	23		Assembly convened:

24	25		Section 1. (Effective from passage) (a) There is established a working 1
25		-	group to develop best practices to promote housing growth and ~~protect~~ 2

40	43		(5) The Commissioner of Energy and Environmental Protection, or 13

42	45		(6) The Commissioner of Public Health, or the commissioner's 15

44	47		(7) Two representatives with expertise in housing, appointed by the 17
45	48		chairpersons of the joint standing committee of the General Assembly 18
46	49		having cognizance of matters relating to housing; 19
47	50		(8) Two representatives with expertise in state, regional or local 20
48	51		planning, appointed by the chairpersons of the joint standing committee 21
49	52		of the General Assembly having cognizance of matters relating to 22
50	53		housing; and 23
51	54		(9) Two representatives with expertise in public water supply, 24
52	55		appointed by the chairpersons of the joint standing committee of the 25
53	56		General Assembly having cognizance of matters relating to housing. 26
54	57		(c) Any member of the working group appointed under subdivision 27
55	58		(1), (2), (7), (8) or (9) of subsection (b) of this section may be a member 28
56	59		of the General Assembly. 29
57	60		(d) All initial appointments to the working group shall be made not 30
58	61		later than thirty days after the effective date of this section. Any vacancy 31
59	62		shall be filled by the appointing authority. 32
60	63		(e) The chairpersons of the joint standing committee of the General 33
61	64		Assembly having cognizance of matters relating to housing shall serve 34
62	65		as the chairpersons of the working group. Such chairpersons shall 35
63	66		schedule the first meeting of the working group, which shall be held not 36
64	67		later than sixty days after the effective date of this section. 37
65	68		(f) The administrative staff of the joint standing committee of the 38
66	69		General Assembly having cognizance of matters relating to housing 39
67	70		shall serve as the administrative staff of the working group. 40

	77	+	(g) Not later than January 1, 2026, the working group convened 41
73	78		pursuant to this section shall submit a report on its findings to the joint 42
74	79		standing committee of the General Assembly having cognizance of 43
75	80		matters relating to housing, in accordance with the provisions of section 44
76	81		11-4a of the general statutes. The working group shall terminate on the 45
77	82		date that it submits such report or January 1, 2026, whichever is later. 46
