19	19	AN ACT ESTABLISHING A STARTER HOMES WORKING GROUP.
20	20	Be it enacted by the Senate and House of Representatives in General
21	21	Assembly convened:

23	23	Section 1. (Effective from passage) (a) For purposes of this section, 1
24	24	"starter homes" means affordable single family residential dwellings. 2
25	25	There is established a working group to study existing barriers to 3
26	26	building additional starter homes in the state. Such study shall include, 4
27	27	but need not be limited to, an examination of the barriers at both the 5
28	28	state and municipal level, including, but not limited to, zoning 6
29	29	restrictions, subdivision requirements, building and fire safety codes 7
30	30	and common interest community regulations. 8
31	31	(b) The working group shall consist of the chairpersons of the joint 9
32	32	standing committee of the General Assembly having cognizance of 10
33	33	matters relating to housing, who shall serve as chairpersons of the 11
34	34	working group, and any individuals, including, but not limited to, the 12
35	35	Commissioner of Housing, or the commissioner's designee, and any 13
36	36	professionals with expertise in the areas of housing and state, regional 14
37	37	or local planning who such chairpersons believe may serve as sources 15
38	38	of information and data to accomplish the purposes of this section. 16

45	45	(c) The chairpersons shall schedule the first meeting of the working 17
46	46	group, which shall be held not later than sixty days after the effective 18
47	47	date of this section. 19
48	48	(d) The administrative staff of the joint standing committee of the 20
49	49	General Assembly having cognizance of matters relating to housing 21
50	50	shall serve as the administrative staff of the working group. 22
51	51	(e) Not later than January 1, 2026, the working group shall submit a 23
52	52	report on its findings and recommendations to the joint standing 24
53	53	committee of the General Assembly having cognizance of matters 25
54	54	relating to housing, in accordance with the provisions of section 11-4a 26
55	55	of the general statutes. The working group shall terminate on the date 27
56	56	that it submits such report or January 1, 2026, whichever is later. 28
