1219 AN ACT CONCERNING LIENS FOR VIOLATIONS OF THE HOUSING
13-CODE.
20+CODE OR PUBLIC PLACE ORDINANCES.
1421 Be it enacted by the Senate and House of Representatives in General

1724 Section 1. Section 7-148aa of the general statutes is repealed and the 1
1825 following is substituted in lieu thereof (Effective October 1, 2025): 2
1926 Any unpaid penalty imposed by a municipality pursuant to the 3
20-provisions of an ordinance (1) adopted pursuant to section 8-12a, [or] (2) 4
21-regulating blight, adopted pursuant to subparagraph (H)(xv) of 5
22-subdivision (7) of subsection (c) of section 7-148, or (3) requiring the 6
23-maintenance of safe and sanitary housing, adopted pursuant to 7
24-subparagraph (A)(i) of subdivision (7) of subsection (c) of section 7-148, 8
25-shall constitute a lien upon the real estate against which the penalty was 9
26-imposed from the date of such penalty. Each such lien may be 10
27-continued, recorded and released in the manner provided by the general 11
28-statutes for continuing, recording and releasing property tax liens. Each 12
29-such lien shall take precedence over all other liens filed after July 1, 1997, 13
30-and encumbrances except taxes, and may be enforced in the same 14
31-manner as property tax liens. 15
