1219 AN ACT ESTABLISHING A CYBERSECURITY TASK FORCE.
1320 Be it enacted by the Senate and House of Representatives in General
1421 Assembly convened:

1623 Section 1. Section 1 of special act 23-23 is amended to read as follows 1
1724 (Effective from passage): 2
1825 (a) There is established a task force to study cybersecurity. The task 3
1926 force shall develop a strategic plan that includes findings and 4
2027 recommendations on: 5
2128 (1) Establishing a structure for the oversight and coordination of 6
2229 cybersecurity among state agencies, boards, commissions and other 7
2330 entities, including the constituent units of the state system of higher 8
2431 education, as defined in section 10a-1 of the general statutes; 9
2532 (2) Critical information technology infrastructure needs related to 10
2633 cybersecurity in the state; 11
2734 (3) Maximizing state coordination with and assistance to 12
2835 municipalities and other political subdivisions of the state on 13
2936 cybersecurity and maximizing coordination and assistance among 14

3144 (4) Maximizing interaction and coordination with federal 16

3847 (5) Appropriate information sharing between federal, state and local 19

4049 (6) Coordination of cybersecurity initiatives with other states and the 21

4251 (7) Collaboration with the private sector to facilitate cybersecurity, 23
4352 including efforts related to corporate espionage, protection of trade 24
4453 secrets and data privacy; and 25
4554 (8) Promoting personal computer, mobile data and application 26
4655 security for persons throughout the state, including promoting public 27
4756 awareness of cybersecurity issues. 28
4857 (b) The task force shall consist of the following members: 29
4958 (1) Two appointed by the speaker of the House of Representatives, 30
5059 one of whom has expertise in cybersecurity in the financial, defense, 31
5160 public utility or health care industry; 32
5261 (2) Two appointed by the president pro tempore of the Senate, one of 33
5362 whom has expertise in cybersecurity investigations as a member of a 34
5463 law enforcement unit; 35
5564 (3) One appointed by the majority leader of the House of 36
5665 Representatives, who represents a municipality having a population of 37
5766 less than sixty thousand persons and has experience in municipal 38
5867 cybersecurity issues; 39
5968 (4) One appointed by the majority leader of the Senate, who 40
6069 represents a municipality having a population of sixty thousand or more 41

6277 (5) One appointed by the minority leader of the House of 43

6980 (7) The Commissioner of Emergency Services and Public Protection, 46

7384 (9) The Commissioner of Economic and Community Development, 50
7485 or the commissioner's designee; and 51
7586 (10) Three persons appointed by the Governor. 52
7687 (c) Any member of the task force appointed under subdivision (1), 53
7788 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 54
7889 of the General Assembly. 55
7990 (d) All appointments to the task force shall be made not later than 56
