1219 AN ACT CONCERNING THE EXCLUSION OF PATIENT HEALTH
1320 INFORMATION AND OPT -IN AND OPT-OUT PROCEDURES
1421 RELATING TO THE STATE -WIDE HEALTH INFORMATION

1623 Be it enacted by the Senate and House of Representatives in General
1724 Assembly convened:

1926 Section 1. (Effective from passage) The Commissioner of Health 1
2027 Strategy shall conduct a study to (1) determine whether to exclude 2
21-patient health information and medical records relating to sensitive 3
22-medical procedures from the State-wide Health Information Exchange, 4
23-and (2) examine current procedures relating to patient participation in 5
24-the State-wide Health Information Exchange and determine whether to 6
25-implement any new opt-in or opt-out procedures for patients. Not later 7
26-than February 1, 2026, the commissioner shall submit a report, in 8
27-accordance with the provisions of section 11-4a of the general statutes, 9
28-concerning the results of such study to the joint standing committee of 10
29-the General Assembly having cognizance of matters relating to public 11
30-health. 12
