12	19		AN ACT PROHIBITING A BAIL BONDSMAN OR AGENT FROM
13	20		APPREHENDING A PRINCIPAL ON A BOND ON THE PREMISES,
14	21		GROUNDS OR CAMPUS OF ANY HEALTH CARE FACILITY, SCHOOL,
15	22		INSTITUTION OF HIGHER EDUCATION OR HOUSE OF WORSHIP.
16	23		Be it enacted by the Senate and House of Representatives in General
17	24		Assembly convened:

19	26		Section 1. Section 29-152k of the general statutes is repealed and the 1
20	27		following is substituted in lieu thereof (Effective October 1, 2025): 2
21	28		(a) Prior to taking or attempting to take into custody the principal on 3
22	29		a bond, a professional bondsman licensed under chapter 533, a surety 4
23	30		bail bond agent licensed under chapter 700f or a bail enforcement agent 5
24	31		licensed under sections 29-152f to 29-152i, inclusive, shall notify the 6
25	32		police department or resident state trooper for, or state police troop 7
26	33		having jurisdiction over, the municipality in which the principal is 8
27	34		believed to be located of such bondsman's or agent's intentions. 9
28	35		(b) No such professional bondsman, surety bail bond agent or bail 10
29	36		enforcement agent shall take or attempt to take into custody a principal 11
30	37		on a bond on the premises, grounds or campus of any (1) health care 12
31		-	facility or institution licensed under chapter 368v or operated by the 13
32		-	state, or office of a health care provider licensed by the Department of 14
33		-	Public Health, (2) public or private school or institution of higher 15

39		-	Sec. 2. Section 54-65c of the general statutes is repealed and the 17
40		-	following is substituted in lieu thereof (Effective October 1, 2025): 18
41		-	A court shall vacate an order forfeiting a bail bond and release the 19
42		-	professional bondsman, as defined in section 29-144, or the surety bail 20
43		-	bond agent and the insurer, as both terms are defined in section 38a-660, 21
44		-	if (1) (A) the principal on the bail bond [(A)] (i) is detained or 22
45		-	incarcerated [(i)] (I) in another state, territory or country, or [(ii)] (II) by 23
46		-	a federal agency, or [(B)] (ii) has been removed by United States 24
47		-	Immigration and Customs Enforcement, and [(2)] (B) the professional 25
48		-	bondsman, the surety bail bond agent or the insurer provides 26
49		-	satisfactory proof of such detention, incarceration or removal to the 27
50		-	court and the state's attorney prosecuting the case, and [(3)] (C) the 28
51		-	state's attorney prosecuting the case declines to seek extradition of the 29
52		-	principal, or (2) the principal on the bail bond is receiving in-patient care 30
53		-	in a facility described in subdivision (1) of subsection (b) of section 29-31
54		-	152k, as amended by this act, and during such period of in-patient care, 32
55		-	the court ordered the forfeiture of such bond. 33
