AN ACT PROHIBITING DISCRIMINATION BY HEALTH CARE 
PROVIDERS IN THE PROVISION OF HEALTH CARE SERVICES IN 
THE STATE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective October 1, 2025) It shall be a discriminatory 1 
practice in violation of this section for any health care provider to 2 
discriminate in the provision of health care services on account of a 3 
person's race, color, religious creed, sex, gender identity or expression, 4 
sexual orientation, marital status, age, national origin, ancestry, 5 
intellectual disability, mental disability, learning disability, physical 6 
disability, including, but not limited to, blindness, status as a veteran or 7 
status as a victim of domestic violence. As used in this section, "health 8 
care provider" means any person, corporation, facility or institution 9 
licensed by this state to provide health care services, or an officer, 10 
employee or agent thereof acting in the course and scope of such 11 
person's employment. Nothing in this section shall be construed to 12 
require the delivery of futile health care, affect the professional standard 13 
of care or interfere with public health planning. 14

Sec. 2. Subdivision (8) of section 46a-51 of the general statutes is 15 
repealed and the following is substituted in lieu thereof (Effective October 16 
1, 2025): 17 
(8) "Discriminatory practice" means a violation of section 4a-60, 4a-18 
60a, 4a-60g, 19a-498c, 31-40y, subsection (b), (d), (e) or (f) of section 31-19 
51i, subparagraph (C) of subdivision (15) of section 46a-54, subdivisions 20 
(16) and (17) of section 46a-54, section 46a-58, 46a-59, 46a-60, 46a-64, 46a-21 
64c, 46a-66 or 46a-68, sections 46a-68c to 46a-68f, inclusive, sections 46a-22 
70 to 46a-78, inclusive, subsection (a) of section 46a-80, sections 46a-81b 23 
to 46a-81o, inclusive, sections 46a-80b to 46a-80e, inclusive, sections 46a-24 
80k to 46a-80m, inclusive, or section [19a-498c] 1 of this act; 25 
Sec. 3. Subsection (f) of section 46a-82 of the general statutes is 26 
repealed and the following is substituted in lieu thereof (Effective October 27 
1, 2025): 28 
(f) (1) Any complaint filed pursuant to this section for an alleged act 29 
of discrimination that occurred prior to October 1, 2021, shall be filed 30 
within one hundred and eighty days after the date of the alleged act of 31 
discrimination, except that any complaint by a person (A) claiming to 32 
be aggrieved by a violation of subsection (a) of section 46a-80 that 33 
occurred before October 1, 2019, shall be filed within thirty days of the 34 
date of the alleged act of discrimination, and (B) claiming to be 35 
aggrieved by a violation of section 46a-60, sections 46a-70 to 46a-78, 36 
inclusive, or section 46a-80 or 46a-81c, that occurred on or after October 37 
1, 2019, and prior to October 1, 2021, shall be filed not later than three 38 
hundred days after the date of the alleged act of discrimination. 39 
(2) Any complaint filed pursuant to this section for an alleged act of 40 
discrimination that occurred on or after October 1, 2021, shall be filed 41 
[within] not later than three hundred days after the date of the alleged 42 
act of discrimination, except that any complaint by a person claiming to 43 
be aggrieved by a violation of section 1 of this act shall be filed not later 44 
than three years after the date of the alleged act of discrimination. 45

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 October 1, 2025 New section

Sec. 3 October 1, 2025 46a-82(f) 
 
Statement of Purpose:   
To prohibit health care providers from discriminating against persons 
in the provision of health care services in the state.
