1219 AN ACT PROHIBITING DISCRIMINATION BY HEALTH CARE
1320 PROVIDERS IN THE PROVISION OF HEALTH CARE SERVICES IN
1421 THE STATE.
1522 Be it enacted by the Senate and House of Representatives in General

1825 Section 1. (NEW) (Effective October 1, 2025) It shall be a discriminatory 1
1926 practice in violation of this section for any health care provider to 2
20-knowingly discriminate in the provision of health care services on 3
21-account of a person's race, color, religious creed, sex, gender identity or 4
22-expression, sexual orientation, marital status, age, national origin, 5
23-ancestry, intellectual disability, mental disability, learning disability, 6
24-physical disability, including, but not limited to, blindness, status as a 7
25-veteran or status as a victim of domestic violence. As used in this section, 8
26-"health care provider" means any person, corporation, facility or 9
27-institution licensed by this state to provide health care services, or an 10
28-officer, employee or agent thereof acting in the course and scope of such 11
29-person's employment. Nothing in this section shall be construed to (1) 12
30-require the delivery of futile health care and services in conflict with a 13
31-health care provider's professional judgment or ethical considerations, 14
32-(2) affect the professional standard of care, or (3) interfere with public 15
33-health planning. 16
34-Sec. 2. Subdivision (8) of section 46a-51 of the general statutes is 17
35-repealed and the following is substituted in lieu thereof (Effective October 18 Substitute Bill No. 1380

44-(16) and (17) of section 46a-54, section 46a-58, 46a-59, 46a-60, 46a-64, 46a-23
45-64c, 46a-66 or 46a-68, sections 46a-68c to 46a-68f, inclusive, sections 46a-24
46-70 to 46a-78, inclusive, subsection (a) of section 46a-80, sections 46a-81b 25
47-to 46a-81o, inclusive, sections 46a-80b to 46a-80e, inclusive, sections 46a-26
48-80k to 46a-80m, inclusive, or section [19a-498c] 1 of this act; 27
49-Sec. 3. Subsection (f) of section 46a-82 of the general statutes is 28
50-repealed and the following is substituted in lieu thereof (Effective October 29
51-1, 2025): 30
52-(f) (1) Any complaint filed pursuant to this section for an alleged act 31
53-of discrimination that occurred prior to October 1, 2021, shall be filed 32
54-within one hundred and eighty days after the date of the alleged act of 33
55-discrimination, except that any complaint by a person (A) claiming to 34
56-be aggrieved by a violation of subsection (a) of section 46a-80 that 35
57-occurred before October 1, 2019, shall be filed within thirty days of the 36
58-date of the alleged act of discrimination, and (B) claiming to be 37
59-aggrieved by a violation of section 46a-60, sections 46a-70 to 46a-78, 38
60-inclusive, or section 46a-80 or 46a-81c, that occurred on or after October 39
61-1, 2019, and prior to October 1, 2021, shall be filed not later than three 40
62-hundred days after the date of the alleged act of discrimination. 41
63-(2) Any complaint filed pursuant to this section for an alleged act of 42
64-discrimination that occurred on or after October 1, 2021, shall be filed 43
65-[within] not later than three hundred days after the date of the alleged 44
66-act of discrimination, except that any complaint by a person claiming to 45
67-be aggrieved by a violation of section 1 of this act shall be filed not later 46
68-than three years after the date of the alleged act of discrimination. 47

45+Sec. 2. Subdivision (8) of section 46a-51 of the general statutes is 15
46+repealed and the following is substituted in lieu thereof (Effective October 16

48+(8) "Discriminatory practice" means a violation of section 4a-60, 4a-18
49+60a, 4a-60g, 19a-498c, 31-40y, subsection (b), (d), (e) or (f) of section 31-19

53+70 to 46a-78, inclusive, subsection (a) of section 46a-80, sections 46a-81b 23
54+to 46a-81o, inclusive, sections 46a-80b to 46a-80e, inclusive, sections 46a-24
55+80k to 46a-80m, inclusive, or section [19a-498c] 1 of this act; 25
56+Sec. 3. Subsection (f) of section 46a-82 of the general statutes is 26
57+repealed and the following is substituted in lieu thereof (Effective October 27
58+1, 2025): 28
59+(f) (1) Any complaint filed pursuant to this section for an alleged act 29
60+of discrimination that occurred prior to October 1, 2021, shall be filed 30
61+within one hundred and eighty days after the date of the alleged act of 31
62+discrimination, except that any complaint by a person (A) claiming to 32
63+be aggrieved by a violation of subsection (a) of section 46a-80 that 33
64+occurred before October 1, 2019, shall be filed within thirty days of the 34
65+date of the alleged act of discrimination, and (B) claiming to be 35
66+aggrieved by a violation of section 46a-60, sections 46a-70 to 46a-78, 36
67+inclusive, or section 46a-80 or 46a-81c, that occurred on or after October 37
68+1, 2019, and prior to October 1, 2021, shall be filed not later than three 38
69+hundred days after the date of the alleged act of discrimination. 39
70+(2) Any complaint filed pursuant to this section for an alleged act of 40
71+discrimination that occurred on or after October 1, 2021, shall be filed 41
72+[within] not later than three hundred days after the date of the alleged 42
73+act of discrimination, except that any complaint by a person claiming to 43
74+be aggrieved by a violation of section 1 of this act shall be filed not later 44
