1819 AN ACT CONCERNING FAILURE TO MOVE OVER FOR AN
1920 EMERGENCY VEHICLE RESULTING IN THE DEATH OF THE
2021 OPERATOR OR OTHER OCCUPANT OF THE EMERGENCY VEHICLE.
2122 Be it enacted by the Senate and House of Representatives in General
2223 Assembly convened:

2425 Section 1. Section 53a-55 of the general statutes is repealed and the 1
2526 following is substituted in lieu thereof (Effective October 1, 2025): 2
2627 (a) A person is guilty of manslaughter in the first degree when: (1) 3
2728 With intent to cause serious physical injury to another person, he causes 4
2829 the death of such person or of a third person; or (2) with intent to cause 5
2930 the death of another person, he causes the death of such person or of a 6
3031 third person under circumstances which do not constitute murder 7
3132 because he committed the proscribed act or acts under the influence of 8
3233 extreme emotional disturbance, as provided in subsection (a) of section 9
3334 53a-54a, except that the fact that homicide was committed under the 10
3435 influence of extreme emotional disturbance constitutes a mitigating 11
3536 circumstance reducing murder to manslaughter in the first degree and 12
3637 need not be proved in any prosecution initiated under this subsection; 13

4245 life, he recklessly engages in conduct which creates a grave risk of death 15
4346 to another person, and thereby causes the death of another person. For 16
4447 purposes of this subdivision, a violation of section 14-283b that results 17
4548 in the death of the operator or any occupant of an emergency vehicle 18
4649 constitutes circumstances evincing an extreme indifference to human 19
4750 life. 20
4851 (b) Manslaughter in the first degree is a class B felony. 21
4952 This act shall take effect as follows and shall amend the following
