18	19		AN ACT CONCERNING FAILURE TO MOVE OVER FOR AN
19	20		EMERGENCY VEHICLE RESULTING IN THE DEATH OF THE
20	21		OPERATOR OR OTHER OCCUPANT OF THE EMERGENCY VEHICLE.
21	22		Be it enacted by the Senate and House of Representatives in General
22	23		Assembly convened:

24	25		Section 1. Section 53a-55 of the general statutes is repealed and the 1
25	26		following is substituted in lieu thereof (Effective October 1, 2025): 2
26	27		(a) A person is guilty of manslaughter in the first degree when: (1) 3
27	28		With intent to cause serious physical injury to another person, he causes 4
28	29		the death of such person or of a third person; or (2) with intent to cause 5
29	30		the death of another person, he causes the death of such person or of a 6
30	31		third person under circumstances which do not constitute murder 7
31	32		because he committed the proscribed act or acts under the influence of 8
32	33		extreme emotional disturbance, as provided in subsection (a) of section 9
33	34		53a-54a, except that the fact that homicide was committed under the 10
34	35		influence of extreme emotional disturbance constitutes a mitigating 11
35	36		circumstance reducing murder to manslaughter in the first degree and 12
36	37		need not be proved in any prosecution initiated under this subsection; 13

42	45		life, he recklessly engages in conduct which creates a grave risk of death 15
43	46		to another person, and thereby causes the death of another person. For 16
44	47		purposes of this subdivision, a violation of section 14-283b that results 17
45	48		in the death of the operator or any occupant of an emergency vehicle 18
46	49		constitutes circumstances evincing an extreme indifference to human 19
47	50		life. 20
48	51		(b) Manslaughter in the first degree is a class B felony. 21
49	52		This act shall take effect as follows and shall amend the following
