1219 AN ACT CONCERNING EDUCATOR CERTIFICATION.
1320 Be it enacted by the Senate and House of Representatives in General

1623 Section 1. Subsection (b) of section 10-145f of the general statutes is 1
1724 repealed and the following is substituted in lieu thereof (Effective July 1, 2

19-(b) (1) Not later than July 1, 2025, the Connecticut Educator 4
20-Preparation and Certification Board, established pursuant to section 10-5
21-150b, as amended by this act, shall approve minimum content 6
22-knowledge requirements for a person seeking an endorsement in the 7
23-subject area for which such person is seeking an endorsement. Such 8
24-requirements shall include, but need not be limited to, the following 9
25-methods for demonstrating such minimum content knowledge: (A) 10
26-Achieving a satisfactory evaluation on the appropriate State Board of 11
27-Education approved subject area assessment, (B) satisfactory 12
28-completion of an assessment that is evidence-based, rigorous and 13
29-feasible and is considered valid and reliable by professional bodies 14
30-responsible for accrediting educator preparation programs, or (C) 15
31-satisfactory completion of a residency program or an apprenticeship 16
32-program, or similar educator preparation program or experience, for a 17
33-period of not less than twelve months and that is under the supervision 18
34-of an accredited educator preparation program and the guidance of a 19 Substitute Bill No. 1392
26+(b) (1) Any person who does not hold a valid certificate pursuant to 4
27+section 10-145b shall [achieve] demonstrate minimum content 5
28+knowledge in the subject area for which such person is seeking an 6
29+endorsement by either (A) achieving a satisfactory evaluation on the 7
30+appropriate State Board of Education approved subject area assessment, 8
31+(B) obtaining a bachelor's degree or higher in the subject area for which 9
32+such person is seeking an endorsement from an institution of higher 10
33+education accredited by the Board of Regents for Higher Education or 11
34+Office of Higher Education or regionally accredited, or (C) successfully 12
35+completing an examination by a Department of Education review panel 13
36+of a satisfactory portfolio of evidence, in order to be eligible for a 14
37+certificate pursuant to said section. [unless such assessment has not been 15
38+approved by the State Board of Education at the time of application, in 16

39-mentor educator and a certified school administrator. The board shall, 20
40-at least biennially, review and update, as necessary, such requirements. 21
41-[(b) (1)] (2) Any person who does not hold a valid certificate pursuant 22
42-to section 10-145b shall [achieve a satisfactory evaluation on the 23
43-appropriate State Board of Education approved subject area assessment] 24
44-satisfy the minimum content knowledge requirements approved by the 25
45-Connecticut Educator Preparation and Certification Board pursuant to 26
46-subdivision (1) of this subsection in the subject area for which such 27
47-person is seeking an endorsement in order to be eligible for a certificate 28
48-pursuant to said section. [unless such assessment has not been approved 29
49-by the State Board of Education at the time of application, in which case 30
50-the applicant shall not be denied a certificate solely because of the lack 31
51-of an evaluation on such assessment.] 32
52-[(2)] (3) Any person applying for an additional certification 33
53-endorsement shall [achieve a satisfactory evaluation on the appropriate 34
54-State Board of Education approved subject area assessment] satisfy the 35
55-minimum content knowledge requirements approved by the 36
56-Connecticut Educator Preparation and Certification Board pursuant to 37
57-subdivision (1) of this subsection in the subject area for which such 38
58-person is seeking an endorsement in order to be eligible for such 39
59-additional endorsement. [, unless such assessment has not been 40
60-approved by the State Board of Education at the time of application, in 41
61-which case the applicant shall not be denied the additional endorsement 42
62-solely because of the lack of an evaluation on such assessment.] 43
63-[(3)] (4) On and after July 1, 1992, any teacher who held a valid 44
64-teaching certificate but whose certificate lapsed and who had completed 45
65-all requirements for the issuance of a new certificate pursuant to section 46
66-10-145b, except for filing an application for such certificate, prior to the 47
67-date on which the lapse occurred, may file, within one year of the date 48
68-on which the lapse occurred, an application with the Commissioner of 49
69-Education for the issuance of such certificate. Upon the filing of such an 50
70-application, the commissioner may grant such certificate and such 51
71-certificate shall be retroactive to the date on which the lapse occurred, 52 Substitute Bill No. 1392

45+which case the applicant shall not be denied a certificate solely because 17
46+of the lack of an evaluation on such assessment.] 18
47+(2) Any person applying for an additional certification endorsement 19
48+shall [achieve a satisfactory evaluation on the appropriate State Board 20
49+of Education approved subject area assessment] satisfy the minimum 21
50+content knowledge requirements described in subdivision (1) of this 22
51+subsection in order to be eligible for such additional endorsement. [, 23
52+unless such assessment has not been approved by the State Board of 24
53+Education at the time of application, in which case the applicant shall 25
54+not be denied the additional endorsement solely because of the lack of 26
55+an evaluation on such assessment.] 27
56+(3) On and after July 1, 1992, any teacher who held a valid teaching 28
57+certificate but whose certificate lapsed and who had completed all 29
58+requirements for the issuance of a new certificate pursuant to section 10-30
59+145b, except for filing an application for such certificate, prior to the date 31

73+to section 10-151. If such teacher has not attained tenure, the time 45
74+unemployed due to the lapse of a certificate shall not be counted toward 46
75+tenure, except that if such teacher is reemployed by the same board of 47
76+education as a result of the issuance of a certificate pursuant to this 48
77+subdivision, such teacher may count the previous continuous 49

76-provided the commissioner finds that the lapse of the certificate 53
77-occurred as a result of a hardship or extenuating circumstances beyond 54
78-the control of the applicant. If such teacher has attained tenure and is 55
79-reemployed by the same board of education in any equivalent unfilled 56
80-position for which the person is qualified as a result of the issuance of a 57
81-certificate pursuant to this subdivision, the lapse period shall not 58
82-constitute a break in employment for such person reemployed and shall 59
83-be used for the purpose of calculating continuous employment pursuant 60
84-to section 10-151. If such teacher has not attained tenure, the time 61
85-unemployed due to the lapse of a certificate shall not be counted toward 62
86-tenure, except that if such teacher is reemployed by the same board of 63
87-education as a result of the issuance of a certificate pursuant to this 64
88-subdivision, such teacher may count the previous continuous 65
89-employment immediately prior to the lapse towards tenure. Using 66
90-information provided by the Teachers' Retirement Board, the 67
91-Department of Education shall annually notify each local or regional 68
92-board of education of the name of each teacher employed by such board 69
93-of education whose provisional certificate will expire during the period 70
94-of twelve months following such notice. Upon receipt of such notice the 71
95-superintendent of each local and regional board of education shall 72
96-notify each such teacher in writing, at such teacher's last-known 73
97-address, that the teacher's provisional certificate will expire. 74
98-[(4)] (5) Notwithstanding the provisions of this subsection to the 75
99-contrary, to be eligible for a certificate to teach subjects for which a 76
100-bachelor's degree is not required, any applicant who is otherwise 77
101-eligible for certification in such endorsement areas shall be entitled to a 78
102-certificate without having met the requirements of the competency 79
103-examination and subject area assessment pursuant to this subsection for 80
104-a period not to exceed two years, except that for a certificate to teach 81
105-skilled trades or trade-related or occupational subjects, the 82
106-commissioner may waive the requirement that the applicant take the 83
107-competency examination. The commissioner may, upon the showing of 84
108-good cause, extend the certificate. 85
109-[(5)] (6) On and after July 1, [2011] 2025, any person applying for a 86 Substitute Bill No. 1392

84+employment immediately prior to the lapse towards tenure. Using 50
85+information provided by the Teachers' Retirement Board, the 51
86+Department of Education shall annually notify each local or regional 52
87+board of education of the name of each teacher employed by such board 53
88+of education whose provisional certificate will expire during the period 54
89+of twelve months following such notice. Upon receipt of such notice the 55
90+superintendent of each local and regional board of education shall 56
91+notify each such teacher in writing, at such teacher's last-known 57

93+(4) Notwithstanding the provisions of this subsection to the contrary, 59
94+to be eligible for a certificate to teach subjects for which a bachelor's 60
95+degree is not required, any applicant who is otherwise eligible for 61
96+certification in such endorsement areas shall be entitled to a certificate 62
97+without having met the requirements of the competency examination 63
98+and subject area assessment pursuant to this subsection for a period not 64
99+to exceed two years, except that for a certificate to teach skilled trades 65
100+or trade-related or occupational subjects, the commissioner may waive 66
101+the requirement that the applicant take the competency examination. 67
102+The commissioner may, upon the showing of good cause, extend the 68

104+(5) On and after July 1, [2011] 2025, any person applying for a 70
105+certification in the endorsement area of elementary education shall 71
106+[achieve a satisfactory evaluation on the appropriate State Board of 72
107+Education approved mathematics assessment] satisfy the minimum 73
108+content knowledge requirements described in subdivision (1) of this 74
109+subsection in order to be eligible for such elementary education 75
110+endorsement. 76
111+(6) On and after July 1, [2018] 2025, any person who holds an initial [, 77
112+provisional] or professional educator certificate and [achieves a 78
113+satisfactory evaluation on the appropriate State Board of Education 79
114+approved subject area assessment] satisfies the minimum content 80
115+knowledge requirements described in subdivision (1) of this subsection 81

114-certification in the endorsement area of elementary education shall 87
115-[achieve a satisfactory evaluation on the appropriate State Board of 88
116-Education approved mathematics assessment] satisfy the minimum 89
117-content knowledge requirements approved by the Connecticut 90
118-Educator Preparation and Certification Board pursuant to subdivision 91
119-(1) of this subsection in the subject area for which such person is seeking 92
120-an endorsement in order to be eligible for such elementary education 93
121-endorsement. 94
122-[(6)] (7) On and after July 1, [2018] 2025, any person who holds an 95
123-initial [, provisional] educator certificate or a professional educator 96
124-certificate and [achieves a satisfactory evaluation on the appropriate 97
125-State Board of Education approved subject area assessment] satisfies the 98
126-minimum content knowledge requirements approved by the 99
127-Connecticut Educator Preparation and Certification Board pursuant to 100
128-subdivision (1) of this subsection in the subject area for which such 101
129-person is seeking an endorsement shall be issued a cross endorsement 102
130-in the relevant certification endorsement area corresponding to a 103
131-teacher shortage area, as determined by the Commissioner of Education 104
132-pursuant to section 10-8b. 105
133-[(7)] (8) On and after July 1, [2024] 2025, any person who holds an 106
134-initial educator certificate [, a provisional educator certificate] or a 107
135-professional educator certificate and [achieves a satisfactory evaluation 108
136-on the appropriate State Board of Education approved subject area 109
137-assessment] satisfies the minimum content knowledge requirements 110
138-approved by the Connecticut Educator Preparation and Certification 111
139-Board pursuant to subdivision (1) of this subsection in the subject area 112
140-for which such person is seeking an endorsement shall be issued a cross 113
141-endorsement in the relevant certification endorsement area. The 114
142-provisions of this subdivision shall not apply to the endorsement areas 115
143-of special education, teaching English to speakers of other languages, 116
144-bilingual, remedial reading and remedial language arts or school library 117
145-media specialist. 118

135+remedial reading and remedial language arts or school library media 95
136+specialist. 96
137+Sec. 2. Section 10-145l of the general statutes is repealed and the 97
138+following is substituted in lieu thereof (Effective July 1, 2025): 98
139+(a) On and after July 1, [2019] 2025, the State Board of Education shall 99
140+allow an applicant for certification to teach in a subject shortage area 100
141+pursuant to section 10-8b or a certified employee seeking to teach in 101
142+such a subject shortage area to substitute [achievement of a satisfactory 102
143+score, as determined by the State Board of Education, on any 103
144+appropriate State Board of Education approved subject area assessment] 104
145+satisfaction of the minimum content knowledge requirements described 105
146+in subdivision (1) of subsection (b) of section 10-145f, as amended by 106
147+this act, for the subject area requirements for certification. [pursuant to 107

149+(b) On and after July 1, [2020] 2025, the State Board of Education shall 109
150+allow an applicant for certification to teach computer science, or a 110
151+certified employee seeking to teach computer science, to substitute 111
152+[achievement of a satisfactory score, as determined by the State Board 112

183+score on the examination required pursuant to section 10-145f] satisfied 137
184+the minimum content knowledge requirements described in 138
185+subdivision (1) of subsection (b) of section 10-145f, as amended by this 139
186+act, or have had such requirement waived pursuant to said section, and 140
187+(D) have such other qualifications for the issuance of an educator 141
188+certificate as are required for individuals participating in the alternate 142
189+route to certification program under section 10-155d; 143

204-(2) A competitive grant program to assist local and regional boards 169
205-of education to form and operate future teachers' clubs as part of the 170
206-extracurricular activities at middle and high schools under their 171
207-jurisdiction; and 172
208-(3) A program to allow minority college seniors who are majoring in 173
209-subject shortage areas pursuant to section 10-8b but who are not 174
210-enrolled in a teacher preparation program to receive up to three credits 175
211-for working as cadet teachers in a public school and, upon graduation 176
212-and recommendation by school officials, to allow such cadet teachers to 177
213-enter a fellows program pursuant to subdivision (1) of this subsection if 178
214-such a program is in operation. 179
215-Sec. 4. Section 10-150b of the general statutes is repealed and the 180
216-following is substituted in lieu thereof (Effective July 1, 2025): 181
217-(a) There is established the Connecticut Educator Preparation and 182
218-Certification Board. The board shall be responsible for modernizing and 183 Substitute Bill No. 1392

223-aligning educator preparation and certification to ensure that policies 184
224-are optimized to attract and retain effective and diverse professionals 185
225-for employment in the state's public schools. 186
226-(b) The board shall develop requirements, standards, guidance and 187
227-proposals for regulations or legislation relating to educator preparation 188
228-and certification. Such requirements, standards, guidance and 189
229-proposals shall reflect the teaching profession and respond to emerging 190
230-understandings of effective, evidence-based practices and address the 191
231-following objectives: (1) Building streamlined, flexible pathways in the 192
232-educator profession that are grounded in a commitment to educator 193
233-effectiveness, (2) enabling educators to broaden their scope of practice 194
234-to meet more students' needs, (3) ensuring educator preparation 195
235-programs are accountable for both the quality training experiences and 196
236-outcomes for candidates, (4) creating a system to help educators 197
237-continuously improve their practice that supports and rewards 198
238-educators who demonstrate mastery, (5) supporting improved data 199
239-transparency regarding the state's distribution of educators and 200
240-educator vacancies and accountability for remedying observed 201
241-inequities, and (6) treating educators as professionals and lifelong 202
242-learners who need access to high-quality professional learning and 203
243-mentorships throughout their careers. 204
244-(c) The board shall consist of the following members: 205
245-(1) Four public school classroom teachers, who are classroom 206
246-teachers at the time of their appointment and throughout their term on 207
247-the board, as follows: 208
248-(A) Two appointed by the Connecticut Education Association, one of 209
249-whom is a teacher for students in grades kindergarten to grade six, 210
250-inclusive, and one of whom is a high school teacher; 211
251-(B) One appointed by the American Federation of Teachers-212
252-Connecticut, one of whom is a special education teacher; and 213
253-(C) One appointed by the Connecticut Teacher of the Year Council. 214 Substitute Bill No. 1392

258-(2) Three representatives from an educator preparation program 215
259-approved by the State Board of Education, as follows: 216
260-(A) One appointed by the American Association of Colleges for 217
261-Teacher Education Connecticut Chapter, who is a representative from 218
262-an educator preparation program offered by a public institution of 219
263-higher education; 220
264-(B) One appointed by the Connecticut Conference of Independent 221
265-Colleges; and 222
266-(C) One appointed by the Commissioner of Education, who is a 223
267-representative of an alternate route to certification program. 224
268-(3) Three administrators, who are employed by a local or regional 225
269-board of education, as follows: 226
270-(A) One appointed by the Connecticut Association of Public School 227
271-Superintendents, who is a superintendent of schools for an urban school 228
272-district; 229
273-(B) One appointed by the Connecticut Association of Schools, who 230
274-represents a rural school district; and 231
275-(C) One appointed by the Connecticut Federation of School 232
276-Administrators, who represents a suburban school district. 233
277-(4) One appointed by the Connecticut Association of Boards of 234
278-Education. 235
279-(5) One appointed by the Connecticut Business and Industry 236
280-Association, who is a representative from the education and workforce 237
281-affiliate of the association. 238
282-(6) A representative from the Increasing Educator Diversity Policy 239
283-Oversight Council, established pursuant to section 10-156bb, designated 240
284-by the council. 241

290-(8) The Commissioner of Early Childhood, or the commissioner's 243

294-(d) All initial appointments to the board shall be made not later than 247
295-August 1, 2024. Any vacancy shall be filled by the appointing authority 248
296-not later than ten days following such vacancy. Members shall serve 249
297-three-year terms. 250
298-(e) The chairperson and vice chairperson of the board shall be elected 251
299-from among the voting members of the board. The board shall establish 252
300-bylaws for the operation and management of the board. An employee 253
301-of the Department of Education shall be designated by the 254

353-amended by this act, shall develop requirements, standards, guidance 302
354-and proposals for regulations and legislation regarding (1) the 303

360-regional boards of education, regional educational service centers and 305
361-educator preparation programs for alternative pathways for educators 306
362-to progress from an initial educator certificate to a professional educator 307
363-certificate or to be issued a cross endorsement that will enable such 308
364-educators to teach in content areas or grades beyond their initial 309
365-certification areas, (2) the manner in which degrees from educator 310
366-preparation programs approved by the State Board of Education will 311
367-align with the revised endorsement codes under section 10-145d, (3) the 312
368-adequacy and relevance of existing certification endorsement areas, (4) 313
369-the implementation of the standards for educator preparation programs 314
370-developed by the Council for the Accreditation of Educator Preparation, 315
371-(5) the necessity of the temporary ninety-day certificate issued under 316
372-section 10-145b, and (6) the design and development of a state-wide data 317
373-dashboard that enables longitudinal monitoring of educator workforce 318
374-data. 319
375-(b) Not later than July 1, 2026, and annually thereafter, the board shall 320
376-(1) collect and review (A) state-specific data, including, but not limited 321
377-to, qualitative data on stakeholders' experiences and quantitative data 322
378-from the Department of Education on educator vacancies, shortage 323
379-areas and the educator preparation program dashboard, and (B) data on 324
380-applicable national policy developments relating to educator 325
381-preparation, certification and employment, (2) evaluate whether any 326
382-changes are needed to the current educator preparation and certification 327
383-frameworks, and (3) develop, as necessary, evidence -based 328
384-requirements, standards, guidance and proposals for regulations and 329
385-legislation to strengthen existing systems. 330
196+(2) A competitive grant program to assist local and regional boards 144
197+of education to form and operate future teachers' clubs as part of the 145
198+extracurricular activities at middle and high schools under their 146
199+jurisdiction; and 147
200+(3) A program to allow minority college seniors who are majoring in 148
201+subject shortage areas pursuant to section 10-8b but who are not 149
202+enrolled in a teacher preparation program to receive up to three credits 150
203+for working as cadet teachers in a public school and, upon graduation 151
204+and recommendation by school officials, to allow such cadet teachers to 152
205+enter a fellows program pursuant to subdivision (1) of this subsection if 153
206+such a program is in operation. 154
