18	19		AN ACT REQUIRING A STUDY OF STATE AGENCY RESPONSE
19	20		TIMES TO FREEDOM OF INFORMATION ACT REQUESTS.
20	21		Be it enacted by the Senate and House of Representatives in General
21	22		Assembly convened:

23	24		Section 1. (Effective from passage) The Secretary of the Office of Policy 1
24	25		and Management shall conduct a study of the response times of state 2
25	26		agencies to requests for public records made under the Freedom of 3
26	27		Information Act, as defined in section 1-200 of the general statutes. Not 4
27	28		later than February 15, 2026, the secretary shall submit a report of the 5
28	29		findings of such study, in accordance with the provisions of section 11-6
29	30		4a of the general statutes, to the joint standing committee of the General 7
30	31		Assembly having cognizance of matters relating to government 8
31	32		oversight. Such report shall include a summary of average state agency 9
32	33		response times, information about when unreasonable response times 10
33	34		were the basis of a complaint filed with the Freedom of Information 11
34	35		Commission and any recommended legislation to address any findings 12
