12	20		AN ACT CONCERNING THE PERCENTAGE OF COURSES TAUGHT
13	21		BY PART-TIME FACULTY AT THE CONNECTICUT STATE
14	22		COMMUNITY COLLEGE.
15	23		Be it enacted by the Senate and House of Representatives in General
16	24		Assembly convened:

18	26		Section 1. (NEW) (Effective July 1, 2025) (a) As used in this section: 1
19	27		(1) "Part-time faculty" means a person appointed on a semester-by-2
20	28		semester basis to teach a specific course or specific courses; and 3
21	29		(2) "Academic courses" does not include a course of study in which 4
22	30		the purpose is to teach practical or technical skills for a specific licensed 5
23	31		or certified occupation. 6
24	32		(b) The Board of Regents for Higher Education shall include in any 7
25	33		agreement collectively bargained on and after July 1, 2025, with the 8
26	34		employee organizations representing faculty employed at the 9
27	35		Connecticut State Community College a provision concerning the 10
28	36		percentage of academic courses that may be taught at said college by 11
29	37		part-time faculty. Such provision shall permit part-time faculty to teach 12
30		-	(1) not more than forty-five per cent of the total number of academic 13
31		-	courses beginning one year after the effective date of such agreement, 14
32		-	(2) not more than thirty-five per cent of the total number of academic 15
33		-	courses beginning two years after the effective date of such agreement, 16 Substitute Bill No. 1414

38		-	and (3) not more than twenty-five per cent of the total number of 17
39		-	academic courses beginning three years after the effective date of such 18
