1819 AN ACT CONCERNING MOTHERS WHO ARE INCARCERATED
1920 BREASTFEEDING THEIR INFANT.
2021 Be it enacted by the Senate and House of Representatives in General

2324 Section 1. (Effective from passage) (a) Not later than October 1, 2025, the 1
2425 Commissioner of Correction shall develop a written policy permitting 2
2526 any mother in the commissioner's custody who is lactating to breastfeed 3
2627 her infant during any visit with such infant. Such policy shall require, at 4
2728 a minimum, that (1) there be a safe and hygienic environment for such 5
2829 mother to breastfeed such infant, (2) each woman in the custody of the 6
2930 commissioner be informed of such policy, and (3) such policy be posted 7
3031 in visitation and common areas within each facility operated by the 8
3132 Department of Correction in which a woman is or may be detained. 9
3233 (b) Not later than January 1, 2026, the Commissioner of Correction 10
3334 shall (1) fully implement the policy developed pursuant to subsection 11
3435 (a) of this section, and (2) in accordance with the provisions of section 12
3536 11-4a of the general statutes, report such policy to the joint standing 13
3637 committee of the General Assembly having cognizance of matters 14
