1819 AN ACT AUTHORIZING THE COMMISSIONER OF CONSUMER
1920 PROTECTION TO ALLOW CERTAIN SKILLED TRADE LICENSEES TO
2021 DEVIATE FROM CERTAIN SKILLED TRADE HIRING RATIOS.

2425 Section 1. Section 20-332b of the general statutes is repealed and the 1
2526 following is substituted in lieu thereof (Effective July 1, 2025): 2
2627 (a) The Commissioner of Consumer Protection shall amend existing 3
2728 regulations of Connecticut state agencies adopted pursuant to section 4
2829 20-332 to specify the following allowable hiring ratios regarding 5
2930 apprentices, journeymen and contractors for the following trades: 6

5457 (b) (1) Notwithstanding the provisions of subsection (a) of this 7
5558 section, the Commissioner of Consumer Protection may allow a licensed 8
5659 contractor in the electrical, plumbing, heating, piping and cooling, 9
5760 sprinkler fitter or sheet metal work trades to hire one or more additional 10
5861 apprentices even if the licensed contractor does not employ a sufficient 11
5962 number of licensees to satisfy the applicable allowing hiring ratio 12
6063 established in the regulations amended pursuant to subsection (a) of this 13
6164 section, provided: 14
6265 (A) The licensed contractor submits an application to the Department 15
6366 of Consumer Protection, in a form and manner prescribed by the 16
6467 commissioner, for each such apprentice, which application shall (i) 17
6568 disclose the name of the licensed contractor and the name of the 18
6669 apprentice, (ii) demonstrate that good cause exists for the commissioner 19
6770 to allow the licensed contractor to hire the apprentice, and (iii) include 20
6871 any other information the commissioner, in the commissioner's 21
6972 discretion, deems relevant for the purposes of this subsection; and 22
7073 (B) The commissioner determines, after reviewing the application 23
7174 submitted pursuant to subparagraph (A) of this subdivision and in the 24
7275 commissioner's discretion, that good cause exists for the commissioner 25
7376 to allow the licensed contractor to hire the apprentice. 26
7477 (2) Not later than ten business days after a licensed contractor 27
7578 submits an application to the Commissioner of Consumer Protection 28
7679 pursuant to subparagraph (A) of subdivision (1) of this subsection, the 29

86+commissioner shall (A) complete the commissioner's review of such 30
8287 application, (B) determine whether good cause exists for the 31
8388 commissioner to allow the licensed contractor to hire the apprentice, 32
8489 and (C) send notice to the licensed contractor, in a form and manner 33
8590 prescribed by the commissioner, disclosing the commissioner's 34
8691 determination regarding whether good cause exists for the 35
8792 commissioner to allow the licensed contractor to hire the apprentice. 36
8893 (3) If the Commissioner of Consumer Protection does not send notice 37
8994 to the licensed contractor within the ten-business-day period 38
9095 established in subdivision (2) of this subsection, the licensed contractor's 39
9196 application shall be deemed to have been approved by the 40
9297 commissioner. 41
9398 (4) The Commissioner of Consumer Protection may, in accordance 42
9499 with the provisions of chapter 54, amend any regulations adopted 43
95100 pursuant to section 20-332 and amended pursuant to subsection (a) of 44
96101 this section for the purposes of this subsection. 45
