12-AN ACT CONCERNING A TASK FORCE TO DEVELOP A STRATEGIC
13-PLAN FOR OPTIMAL USE OF THE DEPARTMENT OF
14-DEVELOPMENTAL DISABILITIES' REGIONAL CENTERS.
19+AN ACT CONCERNING MEDICAID -FUNDED SERVICES IN THE
20+DEPARTMENT OF DEVELOPMENTAL DISABILITIES' REGIONAL
21+CENTERS.
1522 Be it enacted by the Senate and House of Representatives in General

18-Section 1. (Effective from passage) (a) As used in this section, "regional 1
19-center" means a congregate living facility administered by the 2
25+Section 1. (NEW) (Effective July 1, 2025) (a) As used in this section, 1
26+"regional center" means a congregate living facility administered by the 2
2027 Department of Developmental Services and certified by the Department 3
2128 of Public Health to provide Medicaid-eligible care and services to a 4
2229 person with an intellectual disability. 5
23-(b) There is established a task force to develop a strategic plan to best 6
24-utilize regional centers to serve the needs of persons with an intellectual 7
25-disability. The task force shall consist of the following members: 8
26-(1) Two appointed by the speaker of the House of Representatives, 9
27-both of whom are representatives of organizations that advocate for 10
28-persons with an intellectual disability; 11
29-(2) Two appointed by the president pro tempore of the Senate, both 12
30-of whom are family members of persons with an intellectual disability; 13
31-(3) One appointed by the majority leader of the House of 14
32-Representatives, who represents a provider of services for persons with 15
33-an intellectual disability; 16 Substitute Bill No. 1472
30+(b) Within available resources, the Commissioner of Developmental 6
31+Services, in consultation with the Commissioner of Social Services, shall 7
32+open regional centers to new applicants not later than January 1, 2026. 8
33+(c) Not later than July 1, 2026, the Commissioner of Developmental 9
34+Services shall file a report, in accordance with the provisions of section 10
35+11-4a of the general statutes, with the joint standing committees of the 11
36+General Assembly having cognizance of matters relating to 12
37+appropriations and the budgets of state agencies, human services and 13
38+public health on the (1) number of new applicants at the regional 14

38-(4) One appointed by the majority leader of the Senate, who 17
39-represents a provider of services for persons with an intellectual 18
40-disability; 19
41-(5) One appointed by the minority leader of the House of 20
42-Representatives; 21
43-(6) One appointed by the minority leader of the Senate; 22
44-(7) The House and Senate chairpersons and ranking members of the 23
45-joint standing committees of the General Assembly having cognizance 24
46-of matters relating to human services and public health, or their 25
47-designees; 26
48-(8) The Commissioner of Developmental Services, or the 27
49-commissioner's designee; and 28
50-(9) The Commissioner of Social Services, or the commissioner's 29
51-designee. 30
52-(c) Any member of the task force appointed under subdivision (1), 31
53-(2), (3), (4), (5), (6) or (7) of subsection (b) of this section may be a member 32
54-of the General Assembly. 33
55-(d) All initial appointments to the task force shall be made not later 34
56-than thirty days after the effective date of this section. Any vacancy shall 35
57-be filled by the appointing authority. 36
58-(e) The speaker of the House of Representatives and the president pro 37
59-tempore of the Senate shall select the chairpersons of the task force from 38
60-among the members of the task force. Such chairpersons shall schedule 39
61-the first meeting of the task force, which shall be held not later than sixty 40
62-days after the effective date of this section. 41
63-(f) The administrative staff of the joint standing committee of the 42
64-General Assembly having cognizance of matters relating to human 43
65-services shall serve as administrative staff of the task force. 44 Substitute Bill No. 1472

70-(g) Not later than December 1, 2025, the task force shall submit a 45
71-report, in accordance with the provisions of section 11-4a of the general 46
72-statutes, on its strategic plan to the joint standing committees of the 47
73-General Assembly having cognizance of matters relating to human 48
74-services and public health. The task force shall terminate on the date that 49
75-it submits such report or December 1, 2025, whichever is later. 50
