LCO 5694 1 of 2 General Assembly Raised Bill No. 1477 January Session, 2025 LCO No. 5694 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT CONCERNING A COVERED CONNECTICUT TRUST FUND. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2025) (a) There is established an 1 account to be known as the "Covered Connecticut Trust Fund" which 2 shall be a separate, nonlapsing account within the Grants and Restricted 3 Accounts Fund established pursuant to section 4-31c of the general 4 statutes. The account shall contain any moneys required by law to be 5 deposited in the account. Moneys in the account shall be expended to 6 promote the sustainability of health care provided in the state through 7 the Covered Connecticut program, established pursuant to section 19a-8 754c of the general statutes, the HUSKY Health program, as defined in 9 section 17b-290 of the general statutes, and health care subsidies offered 10 through the Connecticut Health Insurance Exchange, established 11 pursuant to section 38a-1081 of the general statutes. 12 (b) The Commissioner of Health Strategy, in consultation with the 13 Commissioner of Social Services and the Insurance Commissioner, shall 14 develop a strategic plan to use moneys in the fund to sustain health care 15 services offered through said programs and the Connecticut Health 16 Raised Bill No. 1477 LCO 5694 2 of 2 Insurance Exchange in the event federal Medicaid funding or health 17 care subsidies decrease. 18 (c) Not later than September 1, 2025, the Commissioner of Health 19 Strategy shall file a report, in accordance with the provisions of section 20 11-4a of the general statutes, with the joint standing committees of the 21 General Assembly having cognizance of matters relating to 22 appropriations and the budgets of state agencies, human services and 23 insurance and real estate on the strategic plan and recommendations for 24 state appropriations needed to sustain the fund and said health care 25 programs and subsidies. 26 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2025 New section HS Joint Favorable
