1320 Be it enacted by the Senate and House of Representatives in General
1421 Assembly convened:

1623 Section 1. (NEW) (Effective October 1, 2025) (a) As used in this section, 1
1724 (1) "health care provider" has the same meaning as provided in section 2
1825 19a-17b of the general statutes, and (2) "mandatory arbitration clause" 3
1926 means a clause in a health care provider agreement with a patient 4
2027 requiring the patient to submit to mandatory arbitration to resolve a 5
2128 billing dispute. 6
2229 (b) On and after October 1, 2025, the Commissioner of Social Services 7
23-shall require that a health care provider not use any mandatory 8
24-arbitration clause in a health care provider agreement with any patient 9
25-as a condition of receiving Medicaid reimbursement for providing 10
26-health care services to Medicaid recipients. 11
30+shall require that a health care provider not use mandatory arbitration 8
31+clauses in health care provider agreements with any patient as a 9
32+condition of Medicaid reimbursement for providing health care 10
