12-AN ACT CONCERNING REMEDIATION AND TESTING FOR PFAS IN
13-CERTAIN WATER SUPPLIES.
19+AN ACT CONCERNING TESTING FOR PFAS IN CERTAIN WATER

1421 Be it enacted by the Senate and House of Representatives in General

17-Section 1. (NEW) (Effective from passage) The Connecticut Interagency 1
18-PFAS Task Force shall: (1) Not later than July 15, 2025, identify sources 2
19-of funding for the remediation of municipally owned wells that are 3
20-determined by the Department of Public Health or the Department of 4
21-Energy and Environmental Protection to exceed drinking water 5
22-standards for PFAS, as established by the United States Environmental 6
23-Protection Agency as of the effective date of this section; and (2) 7
24-accelerate the phased approach for the testing of public drinking water 8
25-supplies, as described in such task force's PFAS Action Plan, dated 9
26-November 1, 2019, whether such supplies are owned by municipalities, 10
27-private entities or water companies. 11
24+Section 1. (NEW) (Effective from passage) (a) Notwithstanding any 1
25+provision of the general statutes, each water company, as defined in 2
26+section 16-1 of the general statutes, shall conduct testing each month to 3
27+determine whether the level of PFAS, as defined in section 22a-255h of 4
28+the general statutes, for such water company's public water supply 5
29+system exceeds twenty parts per trillion. If the average PFAS level for 6
30+any such water supply system, over a three-month period, exceeds 7
31+twenty parts per trillion, such water company shall undertake one or 8
32+more of the following measures for the purpose of achieving a level of 9
33+PFAS of twenty parts per trillion or less for such public water supply 10
34+system: (1) Link such system to a different public water supply system 11
35+that has a PFAS level below twenty parts per trillion; (2) install a PFAS 12
36+filtering system; or (3) blend well waters that have higher and lower 13
37+levels of PFAS. 14
38+(b) The Commissioner of Public Health, in consultation with the 15
39+Raised Bill No. 1494

45+Commissioner of Energy and Environmental Protection, may adopt 16
46+regulations, in accordance with the provisions of chapter 54 of the 17
47+general statutes, to implement the requirements of this section. Such 18
48+regulations may include, but shall not be limited to, additional measures 19
49+that a water company may undertake to achieve a PFAS level of twenty 20
50+parts per trillion or less. 21
