2020 RESOLUTION AMENDING THE RULES OF THE SENATE
2121 CONCERNING DEBATE ON THE SENATE FLOOR FOR LEGISLATIVE

2323 Resolved by the Senate:

2525 That the rules of the Senate be amended to provide limitations on 1
2626 debate in the chamber, including (1) a maximum of three hours of 2
2727 debate time for each political party's members to discuss a single issue 3
2828 after which a vote shall be called, (2) a prohibition on any individual 4
2929 member speaking for more than one hour on a single topic during a 5
3030 debate, and (3) a prohibition on an individual member deviating from 6
3131 the relevant subject of the bill or resolution being debated, violation of 7
3232 which shall initially result in a verbal warning, and continued violation 8
3333 of which may result in the forfeiture of the member's allotted time to 9
3434 debate. 10
3535 Statement of Purpose:
3636 To uphold the tradition of open debate in the General Assembly while
3737 establishing reasonable limits on the use of filibusters and speaking time
3838 to ensure legislative efficiency.
