20-Good Hope Way; and to require the District to reissue certain documents to individuals

23-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
24-act may be cited as the “Marion Barry Avenue Designation Act of 2023”.

26-Sec. 2. (a) Pursuant to section 401 and notwithstanding section 421 of the Street and
27-Alley Closing and Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-
28-201; D.C. Official Code §§ 9-204.01 and § 9-204.21), the Council designates Good Hope Road,
29-SE, between Anacostia Drive, SE, and Alabama Avenue, SE, as depicted in the plat in the
30-committee report, as “Marion Barry Avenue, SE”.
31-(b) Pursuant to section 401 and notwithstanding section 423 of the Street and Alley
32-Closing and Acquisition Procedures Act of 1982, effective March 10, 1983 (D.C. Law 4-201;
33-D.C. Official Code §§ 9-204.01 and 9-204.23), the Council symbolically designates the portion
34-of the newly designated Marion Barry Avenue, SE, between the intersection of Naylor Road, SE,
35-and 25th Street, SE, and Alabama Avenue, SE, as “Good Hope Way”.

37-Sec. 3. Notwithstanding any other provision of law, the District shall reissue at no charge
38-the following documents to any individual or entity having an address on Good Hope Road, SE,
39-as of July 1, 2023, to reflect the designation of Marion Barry Avenue, SE:
40-(1) Business licenses issued by the Department of Licensing and Consumer
41-Protection;
42-(2) Professional licenses issued by the Department of Licensing and Consumer
43-Protection;
44-(3) Driver’s licenses and identification cards issued by the Department of Motor
45-Vehicles; and
46-(4) Motor vehicle registrations issued by the Department of Motor Vehicles.

54-Sec. 4. Applicability.
55-This act shall apply as of July 1, 2023.

57-Sec. 5. Fiscal impact statement.
58-The Council adopts the fiscal impact statement in the committee report as the fiscal
59-impact statement required by section 4a of the General Legislative Procedures Act of 1975,
60-approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

62-Sec. 6. Effective date.
63-This act shall take effect following approval by the Mayor (or in the event of veto by the
64-Mayor, action by the Council to override the veto), a 30-day period of congressional review as
65-provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
66-24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of
67-Columbia Register.

58+(b) The Chief Financial Officer shall certify the date of the inclusion of the fiscal effect in 43
59+an approved budget and financial plan and provide notice to the Budget Director of the Council 44
60+of the certification. 45
61+(c)(1) The Budget Director shall cause the notice of the certification to be published in 46
